I think the Des series from a few years back brought the horrific crimes to people's attention once again, to a new generation, and judging by this first part, the story is told from a modern perspective.
The focus is more on attitudes and the general views of society, rather than the crimes themselves, perhaps it's setting the scene for the next two installments.
