This is a memorable episode of The Bill yet has its criticism
Nikki's bigshot husband Doug is stabbed (should've got killed as he's not seen after part 2) and his assailant threatening he'll kill again.
Even if Billy's killer deliberately made young bloke Benjamin as his scapegoat, do wish Benjamin made official complaint of wrongful arrest to Sun Hill. Also, I don't know why just kill off Billy Rowan - why not kill off Nikki Wright and/or Sally Armstrong (despite a beautiful blonde, her future events like drink-driving incident is unforgivable). Or even Nikki Wright most definitely - even she's Kathy Beale of Walford isn't not all important and in charge, like some queen.
Bit like the murder of Cindy Statham, this does have the whodunnit murder mystery to it Got that tense scene when Nikki and Billy Rowan check out abandoned factory unaware of someone there noticing them from overhead peephole.
