A special mission to Santa Marina has Joe assigned to recover a hidden microfilm that WIN agent Roger Fleming hid before being captured by the evil authorities. While they torture Fleming for information that would blow the cover of WIN agents is in jeopardy. The brain patterns of Mike Laramie (an agent who gave Fleming the key microfilm) are transferred to Joe so he can do his derring-do and recover the microfilm.
With crummy Latin American accents, the evil puppets are no match for Joe, and we get to see attractive miniature jungle sets to represent the locale. It plays a bit like a Boy Scout adventure in the wilderness (with a suspenseful encounter with a large real snake (not a puppet!), nicely targeted to the core audience for "Joe 90", as Joe manages to rescue Fleming all by himself, springing him from the enemy's fortress building.
More exciting than usual, Joe even has to shoot some enemy soldiers and outrace the bad guys through the backwaters of a swamp in his hovercraft, with Fleming on board.
