The missing Mark 48 torpedo is not a "nuclear" torpedo. It is also used by the Brazilian and Australian navies which are not nuclear powers. Fast Attack submarines are nuclear-powered, but do not carry nuclear weapons. They are "hunter-killer" boats used to attack enemy vessels.

In this episode, the loss of a nuclear warhead on a submarine torpedo was improperly called "empty quiver" that trope might be correct if used in a civil circumstance but this was a military one, namely the u.s. navy so it should have been called a "broken arrow" and a special investigation of the circumstances would be done by an accident investigation board, not by the judge advocate general's office.
