Not bad...but also not handled as well as it should have been.

Lt. Harris (Andrew Duggan) is a tough cop who works in the Narcotics division. During a meeting with a local junkie, the junkie is seen by a couple of his suppliers and after Harris leaves, the pair beat the addict to death. Not content to just do this, they begin a campaign to blame Harris for the murder. Soon, a crusading reporter gets in on the act and soon the case starts to get out of hand...and riots ensue. It's up to Inspector Erskine to get to the bottom of all this and restore calm.

While the basic story is very good, the story lacked subtlety. The reaction by the 'public' seemed overdone and schmaltzy....and as a result the story was undermined. Too bad....as Duggan was an excellent guest star and the basic idea of the story was sound.
