Imagining this with Cary Grant and Carole Lombard.

Warning: Spoilers
Of course back in the 1930's, their occupations might be a little different, but this does seem like a type of film that they would have done together. Here it's none other than the current James Bond, Roger Moore and Susannah York (Superman's mother), and they're comical interactions as an arms dealer and liberal journalists are quite amusing. York reminds me of Glenda Jackson in this so she's a stronger character than normal.

The situation however is far fetched, so that is an issue for the film overall. The glamorous Brussels setting is visually thrilling, and the dialog frequently acerbically amusing. Stealing every scene that they are in are Shelley Winters and Lee J. Cobb as York's best friend and her army general husband, and the sight of Winters being pulled by a dog nearly her size is very funny. Raf Vallone, Jean-Pierre Cassel and Donald Sinden are also great in support. A pretty minor film, but definitely worth a bag of popcorn and an hour and a half.
