This was a cute tribute to Chuck Jones, why it is rated so low?
Sure, it's not as great as the best Looney Tunes shorts tend to be, but it isn't that bad either, being just a little educational short about the the three branches of the United States government, , but I guess viewers probably expected something with more slapstick and heavier on satire.
Animation wise, this short animation was pretty decent. Not great, but decent anyway. Kinda wish it had used the very distinct visual style Jones used for the illustrations from the book in which this was inspired, but the result is good anyway. Plot wise, the short follows the book very closely.
Personally, I found it amusing and way overhated.
