How the police men behave is beyond exaggerated. There appears to be no chief of police or judges that keep an eye on the law.
The three corrupt, sexually deprived and deranged police officers are accountable only to the Island governor who's also married to one. She appears only accountable to the Mainland Oslo government who aren't interested in this island at all. She covers up crimes and just follows her own agenda. There appears to be no elected council.
The law is laid down by vigilante lynching gangs of the locals instead of courts.
There's only one doctor who seems to be out of her depth.
