Seven is so machine -like, so why would her erratic behavior be something totally unusual. Granted, her information is amazing, but she begins to notice things, but her zealousness makes behooves them to check the facts. It takes the total change of trust between Chakotay and Janeway to give an credence to her findings. She is constantly downloading stuff into her personal database--why couldn't she be off base.
