Enjoyable DC film, but so predictable

Warning: Spoilers
Batman: Assault on Arkham was really good, I think it got Harley, Deadshot and Boomerang well, and got the point of Task Force X right; unlike Suicide Squad from 2016, which thought a bunch of criminals with guns, bats and boomerangs could fight back against Superman? Task Force X is meant for secret co-op missions, not that tripe. So I wanted to see where this DC animated universe would go with them, and just like Assault on Arkham, Hell to Pay gives our 'heroes' a fresh new adventure to go on.

The story takes place some time after the events of Assault on Arkham, Deadshot is tasked by Amanda Waller to find a "Get Out of Hell Free" card. Deadshot teams up with Harley Quinn, Captain Boomerang, Killer Frost, Bronze Tiger and Copperhead to complete the mission. Meanwhile, Zoom teams up with his own group of villains to also find the card.

A interesting idea for a story with the Suicide Squad. I like that it's not some end of the world movie; strange how good a suicide squad movie can be when WB isn't shove their "End of the World" story on the masses. Also, I loved that this film went R rated. This is so much violence in these movies and it's toned down for the kiddies; not this one. Blood flies everywhere, it's Deadpool for DC.

The team this time around is better to say the least; black spider's replacement this time around is Copperhead. We're also introduced to Bronze Tiger who was a lot of fun. He was a lot of fun, and more memorable. Even though Deadshot looks and sounds different, he still feels the same. I liked this universes version of Banshee. One thing I liked was how the creators were able to bring in comic characters that's usually come off as goofy and add a new layer to them, like Professor Pig

One problem I have with this movie is how it deviates from the previous film; such as the end of Assault on Arkham where it seemed like Deadshot assassinated Waller, which is funny when they mention how she lost a ton of weight; you forget one but you leave in another? Zoom from the Flashpoint Paradox is one of the main characters, and even though they explain it, it just felt like a cheap way to put Zoom in the movie; you don't have to rely on established versions, just make your own version of the character. Speaking of characters, Vandal Savages daughters make an appearance, who are apparently just one character in the comics. Their plotline ultimately goes nowhere. Neither does the Dr. Fate storyline; just started feeling like Batman v Superman, not EVERYTHING has to be crammed into this thing. You were doing so well establishing this animated universe.

Another problem was how there's no new twists to it. Boomerang, Killer Frost, you know these two are greedy and that they'll 'betray' their teammates, you know which characters will do these things, and all you can do is wait for them to do it; it's so predictable. Harley Quinn is again only used for laughs and one liners; it's like when people say a characters' been 'flanderised' where a character trait becomes their only trait. Harley mentions the Joker but they never go anywhere with that, other than to reference Assault on Arkham. Ultimately you know Deadshot's the good guy, and Bronze Tiger acts like the wise old monk so you he's not gonna turn on anyone.

This movie also doesn't know which villain is the top dog; You have Vandal Savage, who they ultimately do nothing with so for his plot with Pig, you have Zoom as well, but you know he'll bite the bullet in the end.
