It's hard to deny the notion that this episode is just an excuse for Phil Hartman to trot out his (dynamite) Bill Clinton impression. The reason this is so funny is that it's all part of Dave's sinister plan to reclaim his job by being pure evil (that's right, folksy Midwestern Dave . . . corrupt). Obviously it comes back to bit him in the ass, mutating Bill's celebrity and creating a monster. The only thing funnier than that is Mr. James derailing Dave's machinations by secretly endorsing them for ratings. Ah, the humor in misery.
