In my opinion, all foreign productions should be watched in their native language with subtitles, as it adds to the quality feeling of the show.
Capitani is an enjoyable watch, nothing earth shattering, but filmed in a great setting and has enough interesting characters to make the show enjoyable. The episodes are all around 30 minutes, so you don't need to devote an inordinate amount of time to the show before deciding if you want to continue.
The episodes move quickly. Despite the story line being a little muddled from the first to second seasons, it sorts itself out in the end.
