I don't know any other show that underuses its original premise as this one. Maybe Cougar Town, but that one at least makes up for it. In 'That 70s Show', the 70s era provides nothing but a picture in the background, and some clothing items.
The cast take their parts seriously and do their best. You could believe Mr Kutcher.and Mr Grace are seasoned professionals if you didn't know that they were in their.first acting jobs. It's hard not to notice that Ms Prepon was trying to make a career move of breaking character in a TV series, way before Bill Hader or Pete Davidson did in SNL.
The biggest issue with this show is character continuity/consistency that stems from lazy writing. The first 6 seasons are watchable despite all the negative criticism I can come up with. If I have to rate the show up to season 6, I'd give it at least a 6/10. But with season 7, the laziness in writing turns into outright disrespect for the viewers, for the cast, for the show, and for the fictional characters of the show.
I find 'That 70s Show' sort of enjoyable for 20 minutes of low level goofiness if for earlier seasons, but unremarkable for the last two seasons.

Correct me if I'm wrong because I'm not American and the adequacivity of my view on this matter may be a little off. Mid 90s were the times the US was the only super power in existence, and didn't have any competition in any field. This, in my opinion, created an atmosphere of incredulity and cynicism. And a show like this could only be created in such an environment. It was the right show for the right time; a more serious and realistic take than Married with Children, if you wish.
But even in such times, NewsRadio "was on the brink of cancellation every season that it was on". Understandable; in what other show have you seen such a perfect display of satire as you see in Rat Funeral (s2e03)?
I don't understand people who question Maura Tierney's adequatulence for this show. I think she can be a great comedic actor when the occasion demands.
NewsRadio was my favorite show of pre-political correctness times. Yes, I didn't get the references to local people and some events, but I understood the intent.
