Halloween season approaches as this episode starts off with learning about some recent homicides. As was seen in the previous episode Chief Tim Johnson believes his tactics are working, but in this installment he begins to question how effective his policies have been in reducing overall crime. We see Presidential Candidate Trump pass through town to an overall negative reaction from many citizens. Mostly this episode examines funding issues. The PD wants to pass a Millage (property tax) renewal in ensure adequate revenue in order to maintain it's current level of public safety and officer numbers. PD members hit the street to raise awareness of the necessity of the tax to mixed responses. Questions are raised as to budget mismanagement while trying to find out where and how the money is spent, few have answers. Again, the will of the community will dictate the outcome. Politicians and military officials like to call this "winning the hearts & minds", which is extremely difficult amid an atmosphere of skepticism and frustration as mirrored in many citizens comments. Chief Johnson looks into other ways of raising department funds while residents report frustration and fear of child safety. Officer Balasko and Sgt. Frost are again featured with some amusement. The volunteer PD assists with observation & reporting as the patrols for "Devil's Night" begin & we check in with Officer Dion Sanders once again & hear from his mother as well. As was mentioned in the beginning of the series; 'poverty and a lack of opportunity lead to crime', and while we see plenty of poverty and crime there still lacks an explanation of lack of opportunity. They should mention something about the level of unemployment in the area for comparison purposes. Overall another good episode in a series that seems to be passing way to fast.
