Mexican drug agent Hugo Vargez signals old-school he spotted the elusive top arms dealer Ranier Boothe, who regularly visits his Mexican Sonora cartel mega-client Martin Urzua. Rather then kill or capture him, Dalton's Omega team is instructed to tag Boothe so he can lead to countless criminal targets. His paranoia proves a constant plan-buster, yet Dalton takes pity on obviously romantically-interested Hugo's refusal to risk his sole crucial source, Ranier's local mistress Sofia, improvising brilliantly. Analyst Noah Morgenthau duly worries as colleague Hannah Rivera's traumatic experience renders her unable to be objective concerning the cartel, which Dalton also targets cunningly.
