This is a bit of a moral tale. An evil man, psychotic, is strapping people up with explosives and timing devices and they explode before they can be dismantled. This leads to great helplessness from the ICC (one man in particular). Soon revenge murders are taking place as a woman who was raped is beginning her own vendetta (or is she). It turns out things are much more complicated than that; hence, one must not leap to judgment. It gets down to whether one can curb vengeance and do one's job. Dorn is getting pretty preachy in these late episodes. This is still done decently.
