The script had been in development since early 2011, and the film was originally announced in 2013 for production in Spring 2014, but financing ultimately fell apart. Steve Railsback was cast as Wallander Tarantula, Sally Kirkland was slated for Lady Salome, and Christopher Pennock was to play Lucifer Grey in this production. Nathan Wilson was cast as Barracuda in this production and is the only actor to retain his same role nearly ten years later when the film was finally made.

When the film was first planned, many sequences were originally designed with extensive green screen photography, but by the time the film entered production, nearly all of it was shot on location or on stages with elaborate practical sets.
