- Red Death unleashes her plan for total justice, with the aid of as-yet unseen ally.
- As the Red Death wreaks havoc on Central City, Barry and Iris come up with a plan and turn to Cecile for help. Barry is faced with what he thinks was his greatest mistake, and the Red Death's greatest success. Khione wants to help Team Flash, but Barry can't risk losing her. Joe gives Barry a very much needed pep talk.—The CW
- Red lightning strikes all over Central City, and the fires get worse. Kramer goes to get help, and finds Murmur sitting at her desk with her signal device for Flash. A red blur speeds through the station killing the officers, and Kramer goes out. Murmur brushes past Kramer and joins the rest of the Rogues and Red Death, who are waiting. Ryan removes her mask and tells the Rogues to take the hardware to the roof and let her know when they're ready. Boomerang and Murmur go, and Kramer duplicates Rainbow Raider's power to terrorize him and Fiddler. Ryan ignores Kramer's fear and puts meta-dampers on her at superspeed, and tells the other two to leave Kramer to her and cover the exits. Once they leave, Ryan tells Kramer that she'll appreciate what she's going to do, and Ryan assures her that she'll get away with her plan, and she'll show Kramer what true justice looks like.
At STAR, the new Rogues insist that they had to leave Mark behind to save themselves. Hotness figures Red Death is coming after them next, and Barry says that they need to save the city. He still hasn't regained his speed, and he doesn't know what they should do next but they need to get out there and find a way. Iris suggests that Ryan is filled with hatred and rage, and those are feeling they can trace with help from a friend.
Barry calls Cecile and Joe in, and they go to the speed lab and boost Cecile's empathic telepathy with Chester's help. They put a grid up of the city and Cecile uses her powers on Ryan. Ryan senses Cecile's probe and tries to push her out of her mind, and Chester confirms Ryan is at CCPD, and there are people nearby in pain. Chester confirms that Cecile is sensing someone inside Ryan's base, and Cecile says that Mark is still alive
Barry talks to the villains and tells them that Mark is still alive. He wants to rescue Mark, but even Hotness refuses. Barry wants to get in and out fast before Ryan returns, but the villains figure they should go after Ryan while they have the element of same. Khione says that she'll go even if she doesn't have power, and Piper admires her bravery and agrees to go as well. Hotness agrees as well and finally Goldface agrees as well.
Joe asks Cecile how she managed to find Mark when she wasn't looking him, and Cecile says that her powers are going and she wants to join the others. He tells her to stay and rest, and Cecile asks him to get some energy bars. As he goes, Cecile's powers sense something and she asks if he's okay. Joe says that he is and goes.
At CPD, Murmur and Boomerang set up the hardware to hack a satellite. Ryan is in Kramer's office with Kramer, and Ryan successfully hacks the CCPD satellite. She then tell Kramer that she should be thanking her, because she will soon have eyes and ears everywhere, and will be the judge, jury, and executioner. Ryan sends clones of her armor out and tells the people to stay in their homes, and justice is being served. At the CCPD, she welcomes Kramer to the era of the Red Death.
At STAR, Chester confirms that each suit of armor is a manifestation of psychic energy, and Ryan is get stronger. Chester figures Ryan is getting a neural boost from a major psychic source, and goes to his workshop to locate it. As Chester goes, Khione that she wants to come with him to find Mark. Barry refuses, pointing out her lack of training, and tells her that they can't afford to lose her like they lost Caitlin and Frost. Khione accepts that and Barry leaves.
Allegra teleports in with Goldface and secures the perimeter of the docks, and she reports to Barry that they're secure. The others teleport into the warehouse and they find Mark, chained up where Flash way. Hotness figures it's a trap, and Ryan speeds in and sends Flash flying, along with the new Rogues. She tells Flash that she just wiped out the last of his speed, and she kept Mark alive as bait. Now she will eliminate crime with the help of her sentinels. They'll keep watch and maintain peace, through any means necessary.
Flash swears that he'll find a way to stop Ryan, but she tells him that he served his purpose and made all of it possible through his greatest mistake. Ryan projects his mind into a mindscape of a forest where Grodd is standing motionless. Grodd is connected to Ryan now, and there's no sign of the other gorillas Grodd sought out. After the last Crisis, the other gorillas lost their sentience and were scattered around the world. Grodd had nothing to fall back on, and was captured. Barry didn't care to check in on Grodd, and Grodd took Ryan's offer to help reunite his tribe in return for amplifying her telepathy.
Barry clutches at his head in telepathic pain. He returns to the real world and finds Ryan gone, and his teammates unconscious. He gets them back to STAR, and Mark is still unconscious and in rough shape. Barry explains that Ryan lured them into a trap, and Ryan put her anger into Cecile's mind so Cecile would find her. The villains wants to flee, since Chester hasn't come up with a way to defeat Ryan. They leave, wanting to be with their loved ones before they die.
Later, Khione and Iris monitor Mark. Khione feels useless, but Iris tells Khione that she has a place there and should listen to her heart to find it. Iris leaves, and Khione tells Mark to wake up. She kisses him, and the room gets cold Mark wakes up.
That night, Barry looks out the window at the red lightning. Joe joins him and admits that Barry looks like he feels. Barry wonders how they got in the situation they're in, and he thought he saw good in Grodd and the new Rogues, but he was wrong. Joe tells him that Barry has a gift for bring out the good in people, and he's run out of things that he needs to teach Barry, just like he doesn't need to protect Cecile now that her powers have grown. He says that he and Cecile were preparing to leave but decided it. Joe figures that he's not needed on the team anywhere, and Barry tells him that his power is inspiring people. He says that Barry is the one who inspires people, including Joe, and if Barry has faith in being a hero then he'll always find his way... and so will the people who follow him. Barry gets an idea and figures he needs to convince Gross to be a hero again and help Barry stop Ryan.
Barry has Chester find a telepathic signal in the Serengeti, but warns that Grodd could kill Barry without his speed. Joe says that Barry won't die if Barry is right about Grodd being a hero, and they have to have faith that Barry is right. Barry teleports to the Serengeti and finds Grodd. Grodd accuses Barry of abandoning him and asks why he shouldn't kill him on the spot, and Barry tells Grodd that he needs his help saving the world
People in Central City riot, and the sentinels hunt down and kill the rioters. In the Serengeti, Grodd wonders why he should help Barry. Barry apologizes and asks Grodd to help him. Grodd says that he has no choice, and Barry tells Grodd that once Ryan is done with him, she'll turn on him. The gorilla says that he's been alone for three years, and Ryan is the only who can help. Barry says that he'll help Grodd find another way, but now he needs Grodd's help.
The sentinels spread across the world as Team Flash monitors them. A surge of psychic energy comes out of Africa, mixed with Speed Force energy. The satellite explodes, taking out Boomerang and Murmur. Ryan screams in psychic pain, and Kramer slips out. When Ryan recovers, she screams that she will bring justice to the world. She dons her armor and goes out in a plaza, and challenges Flash to face her. Flash arrives and he explains that Grodd restored his speed. Red Death asks Flash why he keeps ruining her life, and unleashes a burst of Speed Force energy.
Flash dodges it and then runs, and Red Death chases him, trying to blast him. The hero keeps dodging as they run through the city, and Red Death finally knocks Flash down. The new Rogues arrive and attack Red Death, sending her flying. She takes them down, but the original Batwoman arrives and throws a Batarang/nullifier into the Red Death armor, nullifying her speed. The two fight hand-to-hand, and Batwoman tells Red Death that she has allies.
Flash removes Red Death's armor at superspeed, and Batwoman knocks out her counterpart with one punch. The new Rogues recover and come over, and Barry thanks them for their help.
Later at STAR, Batwoman meets with Team Flash and they thank her for their help. ARGUS has Batwoman in custody. And Flash explains that three years ago he gave Grodd a spark of his Speed Force, and Barry used it to rekindle his own Speed Force. He figures that Grodd is hero now, and more determined than ever to find other intelligent gorillas. Chester has retasked their satellites to help Grodd in his search. Batwoman says that she's a big fan of Iris' work, and suggests that they have a monthly brunch in Gotham.
Cecile meets with Joe in the lounge, and she picks up empathy from him. Joe says that earlier Barry reminded him of being a parent, and he had a chance to do it one more time, and he wants to do it right one more time. He wants to shield Jenna from the stress in their lives, and figures he and Jenna should move while Cecile remains as a hero with Team Flash. Joe suggests Cecile join them on weekend sin the country, and Cecile seizes on the idea of it just being the three of them, with peace and quiet.
Two weeks later, the team holds a farewell party at the West family at their home. Joe gives a speech thanking all of them and figuring the city is in good hands, and he loves them all. Barry offers a toast to Joe raising a new generation of heroes, and the others join in.
Mark sits alone, and Barry approaches him. He thanks Barry for coming back for him, and wonders if he deserves to be there. Barry tells Mark that he's family and deserves to be there as much as any of them.
Chester and Allegra privately talk about their relationship now that the Red Death situation is over. Allegra tells Chester it's the best kiss they've ever had, and he kisses her again and she kisses him back. They realize that the others are watching them, and the couple continue kissing. Iris feels lightheaded, and Khione tells her that she's pregnant and offers congratulations. Everyone congratulates them.
