- At Corbin Taft Industries, Boomerang and Fiddler break into a safe and take out the component within. A guard arrives and aims his gun at them, and Murmur comes up behind the guard and kills him. Unsurprised, Boomerang thanks their ally.
In Paris, Iris and Barry go to a cooking class, and the teacher criticizes the other student's work. The teacher comes to them ad sample their dish, and says that is' exquisite. Once the teacher passes on, the couple crosses cooking off their to-do list. Barry gets a CCPD alert at Corbin Taft, and they speed back to Central City.
At STAR, Khione brings in plants with Chester because there's nothing natural in the building. Allegra is on her way out, and doesn't want to talk to Chester about the "date" they went on. Khione introduces her new plant, and then asks Chester why Allegra is afraid of him. Chester doesn't know, but says that he hope there still friends.
At Corbin Taft, Iris and Barry meet with Kramer. The police have identified Boomerang, Fiddler, and Murmur from the CCTV footage. Murmur is an angry med student turned serial killer. Barry confirms from filings of Murmur's weapon that it's equipped with cutting edge nanotechnology, just like Boomerang's new boomerangs and Fiddler's new fiddle. A lab tech has confirmed that a temporal scanner is missing, and Barry points out that everything the new Rogues have stolen are components to make a cosmic treadmill: a machine that opens quantum wormholes in space and time. Barry worries about the thieves damaging the timeline. He points out that they still need a quantum engine, and he knows someone who might know where they can find one.
Later, Barry and Iris meet with Harley at Jitters. Hathaway says that if he had a vibration engine, he'd supercharge the new gauntlets he's working on. He tells the couple that there's only one such engine, and it's locked up at a research facility maintained by the DoD outside of Central City. General Eiling is in charge and Barry figure Eiling won't be willing to help Flash. Harley suggests that they steal the engine first to keep the Rogues from stealing it. He says that they should put together a team of Rogues of their own, rather than Flash going in and risking exposure.
At STAR, Team Flash and Harley meet and plan the theft. To get into the vault with the engine, they need to cut the power to the meta dampened guarding it. The dampener is powered by four generators that need to be shut down simultaneously. Each generator has a unique power source, so they'll need four specialists to shut them down. Hartley warns that there isn't time to find non-criminal specialists. They figure that they have no choice but to recruit criminals, while Iris and Chester figure the Rogues have a benefactor and Chester runs a check on a shard they found from one of Boomerang's boomerangs. Allegra avoids being with Chester.
Jaco is working at Jitters, and Barry and Hartley approach him and Barry asks him for a favor. The former villain is glad to help hating his current job. Barry and Harley then approach Mark, who initially refuses to help them. Hartley taunts Mark, and Barry says they need someone who can shut down the thermal generator. Barry appeals to him and Mark agrees, saying he just going to do what Frost would want. However, he makes it clear he won't take orders from Hartley.
That night, Barry and Hartley meet with Goldface and his gang. Goldface isn't thrilled with the fact that he ended up in prison because of Barry's undercover efforts, and he got out because he turned state witness and squealed on Amunet. His sidekick Carver says that Goldface doesn't stay up at night, sobbing, and Goldface isn't happy that Carver betrayed his confidence. Barry says that he's on another undercover assignment trying to stop a new group of Rogues. Goldface knows about them, and Goldface agrees to help them against their mutual enemies.
The new Rogues are secretly listening in via a bug, and Red Death appears and says that their opponents will find up who they're up against and then they'll scream.
The next day at STAR, the new recruits gather in the speed lab. Hartley, Mark, Jaco, and Goldface bicker until Barry tells them to focus on the plan. Meanwhile, Chester confirms the same person modified all of the new Rogues' weapons, but he still can't confirm who did it.
Goldface wonders who gets the engine once they steal it, and Barry says that he'll return it to the DoD. When Goldface says that he wants his cut, Mark figure that he deserves it instead. and Jaco wants his cut to put his son through college. Hartley wants the engine to boost his gauntlets, and all the villains prepare to fight. Barry stops them and says he's changing the plans and they'll all stick together. Mark tells the others that they're just a bunch of criminals to Barry, and Barry insists the mission is too important to screw up. When Hartley says that Barry shouldn't be part of the plan, Barry points out that it's a five-person plan and they need him. The others disagree, and decide to work together without Barry. Jaco tells Barry that if he can't trust them, they can't trust him, and they all walk out.
Barry tells Iris what happened, and says that he can't do the plan without his recruits. Iris tells them that she's had no luck finding the benefactor, and she's worried she won't have time to do anything for herself once Nora is born. That's why she's been pushing herself so hard recently, and Iris is worried she might not have a chance to write one more big story before Nora is born. Barry tells her that after she becomes a mother, she will still have time to pursue her dreams. When she gets that time, Barry will be there to take care of Nora so Iris can have everything. He says that they have to trust that they'll have time to grow as a couple and help each other grow. Iris agrees and then says that they're not the only ones who need the freedom to follow their own paths. Barry agrees and figures he has to give the recruits a reason to trust him.
Barry speeds off, and Chester runs in and tells Iris that the Wayne Enterprises is developing the tech the new Rogues are using. He figures they need to call Gotham.
Khione and Allegra go to the lounge, and take a break from searching the Starchives. Allegra points out that she voted against Khione staying around, which makes her uncomfortable with Khione. Khione assures her isn't a problem, and Allegra explains that she thought of Frost and doesn't have anyone to talk to about her situation. Khione figures that the situation involves Chester, and Allegra says that she can't be involved with anyone. She tells Khione that she'll deal with it, and Khione says that Allegra is like a daffodil that is carried by the wind until it blossoms into a flower.
At the DoD Baw, Barry joins the four villains outside and asks if he can join them. He says that he was wrong earlier, and they're going to follow Hartley's plan. Barry explains that when they stopped bickering, he gave up on all of them instead of trusting them. He says that Hartley gets the engine, as long as he promises to keep his team safe, and pays them all a quarter million in compensation. Goldface wonders how Barry caught up to them, and Jaco, who figured it out, says that Barry is Flash.
The team go in with fake badges, and the guard pass them by. The team splits up, and Barr gets to the vault. The others take out the generators with their powers, and Barry gets the engine out of the vault when the power goes out. The power comes back up because Mark confronts Barry instead. Murmur attacks Hartley, Boomerang goes after Goldface, and Fiddler confronts Jaco.
Mark tells Barry that he joined up with someone who is going to help him bring back Frost. Barry tries to run for a nearby exhaust pipe, and Mark blasts him, knocking him unconscious. Mark tells the others over their comms that it's time to go. Boomerang hits Goldface from behind with one of his returning boomerang, and then walks away.
Hartley's sonic cuffs have no effect on Murmur, and invites him to join their team. Hartley signs that he's not a killer anymore, She knocks him down and leaves.
Fiddler and Hotness exchange blasts and debate musical bands. They find out they like Nine Inch Nails and compliment each other, until Fiddler gets the evac signal. She blasts Hotness down, and then leaves.
Barry wakes up and dons his Flash costume.
Outside, Mark has the engine and joins the other three Rogues, and Flash arrives with his team. Flash says they can take them on together. Red Death speeds through and knocks Flash and his team down, then steps forward and asks Flash where his speed is as he uses negative speed to dampened Flash's speed. Flash sees the bat insignia on Red Death's chest, and Red Death speeds his team away.
Back at STAR in the lounge, Barry and the villains tell Team Flash what happened. Barry figures Team Flash can't stop Red Death and his new Rogue army, and asks Hartley, Goldface, and Jaco for help. Hartley points out that it's not what they signed up. Jaco says that they can call on him, because he wants to keep his son safe. Goldface also agrees, and Hartley tells Barry to find out what Red Death's weakness is and then call them.
The trio leave, and Barry wonders if Red Death is the new Negative Speed Force avatar. He also describes the bat insignia he saw, and Iris says that they have to talk to Chester. The team meets with Chester, who has been talking on the phone with Luke Fox in Gotham. Luke thinks all of the Rogues' weapons resemble Wayne Tech designs, but the nano-tech designs are beyond cutting edge. The Bat team has never fought anyone like Red Death, and Ryan has disappeared while out on patrol. Barry figures they find the new speedster and stop him.
At the warehouse, Mark wants the Rogues to give him what he wants since he got them the engine. They refuse and Mark threatens to take the engine to Flash. Red Death speeds in and says that would be a mistake. Mark demands to be given what Red Death promised, and he says that he'll do so once his mission is complete. When Mark points out that they don't know who Red Death really is, Red Death removes his helmet, revealing that "he" is Ryan Wilder.
