The evil plan involving Freeyond doesn't make sense. Poor people would not be dying at a fast enough rate to rapidly change politics. Furthermore, people do not, and have never, voted reliably by economic class. Partisan loyalties and political ideologies cut across economic class, meaning that eliminating poor people would not have a reliable partisan impact on the election. Furthermore, even if the plan did work, they were only targeting swing States which would only have an impact on the presidential race. For a wealthy person such as Choak, it would be more useful to control Congress, where legislation is made.
