City on Fire returns with an episode that raises questions about potential murder and the possibility of a big accident. The handgun found just after the scenes involving the dead bird suggests someone may have accidentally hit Sam. On New Year's Eve in 2002, Samantha brings Charlie to a party where Ex Nihilo and its followers gather to celebrate. Charlie takes Samantha, who is high on mushrooms, downstairs to get a shower. Nicky, a pseudo-rebel, plans to burn the city to the ground and take back what's theirs. They are unaware of their actions and see others living peacefully as a way to cope. Charlie kisses Samantha and tells her he loves her. Samantha is admitted to a hospital, and a scan of her skull reveals a bullet inside. Charlie prays for Samantha, while Regan's son Will returns home without her knowing. Samantha sends a voicemail to Alan, a member of the Hamilton-Sweeney legal team, asking for help related to her father's arraignment. Detective McFadden meets Samantha's father at the hospital, while Detective Parsa is with Mercer in the interrogation room. Mercer tells him he met Samantha at a party hosted by his roommate's family, the Hamilton-Sweeney family. He then follows a sound from the park, finds Samantha, and calls the cops. Parsa takes Mercer's phone number and address and tells him not to leave the city.
