- Pot Waco starts on 9/11, 2001, and flashbacks to 1990, when Editor of High Times launches the modern marijuana movement only to find his allies railroaded into jail and stripped of their assets. But on 9/11, he learns FBI snipers have killed two of his best friends.
- Ext. downtown Manhattan, a motorcycle driven by Steven Hager, still editor of High Times although already knee-capped, crosses in view of the Twin Towers as one is hit by an airplane. Hager continues to his office, and races to a window with a view of the Towers. He runs back to his office to get his video camera. Inside his office, he sees a stack of voice messages, but first races to the roof and shoots some footage as the second tower is hit. Hager goes back down to his office and begins to listen to the messages. The first is from Tom of Rainbow Farm. "Well, Steve, I decided not to show up for that hearing today because they were going to handcuff me. I decided I'd rather burn down Rainbow Farm than turn it over to Teeter." Hager fires up his computer immediately and starts looking at ticket prices to Elkhart, Indiana. He keeps listening to the messages. The next two are from Tom, updating the situation. They fired at a helicopter, mistaking it for cops. It was a news crew shooting the buildings on fire. The Feds have arrived and set up a perimeter. Tom and Rollie are barricaded in the house. Hager comes across a local news item on the internet just as Rollie delivers the next message. Sobbing, he says, "They shot Tom." Rollie calls back, "I just set the house on fire. Love you brother." Flashback to 1989, when Hager takes over High Times, creates the modern marijuana movement (around medical, environmental, and spiritual rights), popularizes 420 ceremonies, and inspires a new generation of activists to get involved). Hager's trajectory is cut against the path of Tom and Rollie, concentrating on the ceremonies when they all converge, The Cannabis Cup and Whee. festivals. Recreations will be interspersed with real footage show by the Temple Dragon Crew, and interviews with the main characters involved in the tragedy.
