- Cisco and Kamilla tell the team they are leaving Central City. Barry, Iris and Caitlin don't have much time to digest the news because a new version of Rainbow Raider strikes and OG Team Flash must join together one final time.
- Cisco and Kamilla deal with their last day in Central City, while a new Rainbow Raider appears and uses her meta powers to steal money, jewelry, and a stealth blimp. The only way to stop her is with Cisco's help, but it may cost him his life.—Gislef
- Cisco calls a team meeting at the STAR labs lounge, and Barry talks about bringing in waffles. Interrupting him, Cisco and Kamilla tell Barry, Iris, and Kamilla that they're leaving Central City the next day.
Barry and the others take the news in, shocked, and Kamilla says that they both realized that they're ready to try something new. Cisco says that Chip has been reassigned from ARGUS to the Cosmic Emergency Management Agency, and Lila and Diggle offered Cisco the job of ARGUS Director. They need Cisco in Star City the next day, and Kamilla will be joining him when her exhibition in Miami is done.
Cisco explains that it's great opportunities for both of them, and Barry says that they understand. He and the others say that it's great and they're happy for the couple, and tell them that they can have whatever they need. Once Cisco and Kamilla leave, Kamilla says that it went better than expected.
Later, Cisco takes Chester to the original speed lab, and admits he hasn't done inventory in six years. Chester admires the old equipment, and Cisco says that the best is going with him but the rest is Chester's. Chester gets "sappy", and Cisco points out that everyone is taking the news well. He figures that the others need time to soak it, and figures that people will be in tears in an hour.
Cisco discovers that his things have been packed, and there's a note from Barry saying that he's happy to help. Caitlin comes in and Cisco asks her how she's holding up. She says that she's fine, and Cisco tells Caitlin that if she wants to talk about he's there. Caitlin passes on Frost' message that "Cisco sucks, but she'll love him forever anyway." She gets Cisco's ID badge and his access codes, and Cisco hands them over.
Carrie Bates meets with a bank director, Stanley Ellis, and uses her emotion-manipulating powers on him. She has him happy to make her a check for 410 million for cash, and has him wait 30 minutes and then leave and never look back.
Barry and Caitlin soon get word of the incident, and Barry detected dark matter power in the area. They figure she can make people euphoric by alternating their brain chemistry. Cisco is walking back as Caitlin says that the power wears off in 24 hours, , and asks if they're debriefing without him. He says that he wouldn't pass up to solve one more case, and says that he wants to do it with them. Barry and Caitlin agree.
At the bank, Allegra, Kamilla, and Iris question the people. They discover that Cecile was there with a new detective, Finn. Once Allegra leaves to check with Finn, Kamilla thanks Iris for giving her the confidence to move on and offers to help vet new candidates.
At STAR Labs, Cisco confirms that Roy G. Bivolo has the same powers, and says that he can use the same prism he built against the first Rainbow Reader to defeat the new one. When Cisco points out that they've taken out a lot of criminal metas, Caitlin tells him that he should take his plans with him when he goes.
The team gets a hit on the van that Rainbow Raider used to drive away, and trace her to an art gallery. Rainbow Rider is leaving with a case when Flash and MechaVibe arrive. MechaVibe uses his device on her, but it shorts out. The two hours shield their eyes, but she affects a bystander who steals a car and prepares to drive. Flash takes the man to the hospital and comes back, and discovers Rainbow Raider has used her powers on Cisco to make him euphoric and escape.
Barry takes Cisco to the medbay and he sings to himself about how happy he is, and Caitlin figures that the new Rainbow Raider overloaded the prism generator. Cisco falls off the bed and insists that he's doing just fine,
Iris and Kamilla interview candidates for Kamilla's position, and Iris says that she wants to find the right person. Kamilla points out that Iris passed on several good applicant, and when Iris snaps at her Kamilla leaves.
Barry and Caitlin leave Cisco with Chester, and Cisco figures that Chester doesn't want him to leave. He figures the others are going to throw him a surprise party, and runs out past Chester.
Caitlin picks up Raider Rider's van at an abandoned Ferris airfield, and Flash heads there. Cisco bursts in on Caitlin and asks where the party is. Cisco projects images of animated cats on Flash's eyepieces, blinding him. Cisco finally turns it off as Flash arrive at the airfield, and Rainbow Rider uses her power on Flash and tells him to enjoy some me-time somewhere else.
Barry speeds to STAR Labs and giggles as he tells Caitlin and Cisco that he didn't want to stop Rainbow Raider. He break-dances at super-speed, and Chester comes in and joins him. Caitlin finally a vibrational filter on Barry and Cisco, countering Rainbow Raider's powers. Barry figures that Rainbow Raider is stealing a cloakable blimp, and when Barry suggests that Cisco get something from ARGUS, Cisco, irritably tells him that he can't show up a day early, and storms out.
Cisco sits in his office looking at an old photo of him, Barry, Caitlin, and Welles. He then goes to the lounge where Barry and Caitlin on, and says that maybe they should just say goodbye and he should leave. They both tell Cisco that they messed up, and insist that they don't want to get rid of him. Barry explains that they're barely holding it together, and Caitlin says that they tried to put on a brave face so it wouldn't end in a tear fest.
Crying, Caitlin hugs Cisco and says that she'll miss him. Barry tells Cisco that he was afraid if he asked Cisco to stay, Cisco would. He says that Cisco has been with him every step of his journey as Flash. Cisco talks about how Psych made himself see him alone in 30 years, and everyone else was changing and growing, but not him. He admits that scares the hell out of him, and Barry tells him that he's a born leader. Cisco suggests that they figure out why Rainbow Raider took the blimp, and Barry tells the others that he has an idea.
Chester confirms that Carrie has been fired from six collection agencies because she cancelled people's medical debts. They figure that Carrie is stealing the money to give to others. The satellites spot the blimp over Central City, and the team realizes that she plans to drop her stolen goods on the city, causing chaos.
There are 20,000 football fans getting ready to exit the stadium, and Chester says they need a gigantic filter. Barry says that they have a power source, and takes Allegra and MechaVibe to a rooftop. Allegra teleports them to the blimp, and Flash puts meta-dampeners on Rainbow Raider. She says that people are hurting as the blimp goes out of control, and says that people need real help. Flash says that he cares, and he's going to recommend she work off her sentence with the economic development committee.
Rainbow Raider is touched, and MechaVibe reports that the auto-pilot has been damaged. The blimp heads for the stadium, and Allegra warns that if she teleports away, it could detonate the hydrogen in the blimp. With 90 seconds later, MechaVibe tells Flash to get the others way. Flash speeds the two women down the side of a nearby building, and starts evacuating the stadium.
Cisco tries to bypass the propulsion unit, and uses a wire from his blasters to override the auto-pilot and navigate the blimp away from the stadium. He succeeds and cheers, and Caitlin says that Cisco is "da bomb".
That night, Cisco discovers that Barry and Caitlin aren't at his last debriefing. Chester is there and tells Cisco to continue, and Cisco does. Cisco figures there is going to be a surprise party, and Chester tells him that the team will have it at the loft. Before he goes, Cisco gives Chester a flashdrive with all of his conceptual designs on it. He tells Chester that he's the man now, and a shocked Chester thanks him. Cisco says that he's leaving the place in good hands, and says that Chester will get his old workshop as his new workshop. Chester admits he's going to spend the night organizing the workshop and thanks Cisco, and says that he'll keep the others safe. They hug and Chester leaves.
Once he's alone, Cisco looks around the room and remembers his past with Team Flash and all the people he's met. Cisco looks at the original Flash suit in its case, says that he's going to miss it, too, pats it on the chest, and leaves.
At the Citizen, Iris, Allegra, and Kamilla celebrate. Iris says that she was out of line earlier because it was hard for her saying goodbye to a friend. She tells Kamilla not to be a stranger, and they share a toast to Team Citizen. Cecile comes in and says that she was at the bank earlier meeting with an old contact, and getting close to solving a case. With that, they take a selfie.
Caitlin, Cisco, Barry, and Joe meet at the loft and Joe tells Cisco that Cisco always has a place to stay. He says that Cisco is a good man, and Cisco gives the others his infamous t-shirts. They ask Cisco what he wants to do next, and Cisco insists on karaoke and insists on the others joining in.
Cecile goes home and calls to Joe. A woman calls Cecile's name from the shadows, and Cecile braves herself and follows the speaker. Cecile comes to a mirror and sees a woman wearing a gold mask, and vows to find her.
