- Kramer goes to ARGUS. Inside, Agent Cooper is waiting, and says that they're going to need the extra lockdown for what she's planning.
At Star Labs, the team is watching a broadcast about Frost's charge. Cecile tells them Frost is facing 15-20 years in jail, but Cecile is defending Frost, and says that Judge Tanaka might give Frost 18 months with parole. Caitlin points out that Frost has already pled guilty, and Cecile says that the court wants to know that she is responsible for her crimes. Frost tells the others that they're not looking for a loophole, and she did the crimes. She tells Caitlin that she has to own up to her own choices to move on. Caitlin points out the good things that Frost has done and the life they're building together, and Frost says that the rest of the city has to see her as she really is, before they look at her the way Team Flash does.
An alarm goes off registering an isotopic signature, and Speed Force arrives and says one of the other Forces is close. There are seismic isotopes coming from Keystone City, and Barry figures it's the Strength Force. The others tell Barry that he should go, while they have Frost's back, and Speed Force says that she'll go with Barry and they can both deal with Strength Force.
Flash and Speed Force arrive at a Keystone Cares running marathon. KC is a non-profit, and they wonder why Strength Force would be there, but there's no sign of her.
In court, Cecile tells Tanaka that Frost has already demonstrated that she only wishes to serve the city aside Flash. The others are in court, and Cecile says that Frost is seeking a fair punishment to prove once and for all who she really is. Cecile insists that Frost has changed her ways and is now a good person.
Tanaka has the prosecutor, Strong make her opening remarks. Strong says that Frost has admitted her guilt and Cecile is romanticizing Frost's narrative to avoid punishment. Tanaka points out that Frost isn't trying to avoid punishment, and Strong says that the State's goal is to make sure that she poses no threat to the citizens by having her powers object. Cecile objects, but Tanaka says that she'll decide it and has Strong continue. Strong says that Frost should be compelled to take the metahuman cure.
During the recess, Cisco points out that CCPD only has the cure because they gave it to them. He says that the cure was supposed to be voluntary, and Cecile tells them that it can be legal. Joe suggests that they not take the cure, and Cecile says that Kramer isn't even seeking the jail time any more but the cure.
Caitlin comes and tells them that she's checked with her mother, and they think that the cure could kill Frost because she was born of metahuman DNA. When Caitlin says that they'll do whatever they can to stop Kramer, Frost insists that they do it by the book. Caitlin agrees, but Joe wonders why Kramer is going so hard to take Frost down. Cecile says that they have to convince Tanaka that Frost get jail time rather than the cure, and leaves to check her law books and figures that Joe can help her.
Once Frost, Cecile, and Joe leave, Caitlin, Cisco, and Allegra discuss what to do about Kramer. Caitlin has an idea.
Barry and Speed Force walk around the area, trying to spot Strength Force. When Barry suggests evacuating the civilians, Speed Force reminds him that they can feed on his speed if he uses it too early. They agree that the forces are evil, but Iris on comms disagrees. Speed Force says that they can't be fooled by the human facades the Forces hide behind.
Iris gets a hit from the next tent. Barry and Speed Force go in and find a woman, Alexa Rivera, coordinating the runners on a laptop. She introduces herself and asks what she can do for them.
Caitlin, Allegra, and Cisco go into the station. Approaching Kramer, Caitlin says that when she arrested earlier, her necklace wasn't return. While Kramer gets a form, Allegra sneaks in and Cisco, out in the van, loops the cameras. He guides Allegra to the armory where the cure is stored, and guides her in how to use an inertial oximeter on the door to send out a pulse and nullify all cure samples.
Carmen comes out of her office and asks Allegra if she can help her. Allegra says that she's from The Citizen and is there for their interview. Cisco tells Caitlin, who knocks a cup on the floor to distract Kramer and help Allegra. Meanwhile, Kramer says that she wasn't told about any interview. Allegra says it's a big scoop for her and asks Carmen to let her interview him. Caitlin arrives and ducks out of sight, and Allegra knocks out the lights to cover her dropping the oximeter. Caitlin picks it up and puts it on the armory door, then gets out just before the cameras come back up. The oximeter neutralizes the samples.
Alexa sees the CSI jacket that Barry is wearing and wonder if he's there to arrest her. He assures her that he's not, but she doesn't believe him and figures she's never going to get a break. Alexa says that she was an addict, but got clean and went to work helping people. Barry says that they're not investigating any crime, and says that for some reason their scans for a new meta have detected her. Alexa says that she's not a meta, and Barry asks her to come to Star Labs with them and undergo a simple test.
Speed Force snaps at Alexa, telling her to tell them the truth about how she tried to kill a man and almost killed Speed Force. Alexa says that she doesn't know them, there's people who really need her help, and storms out. Barry glares at Speed Force.
Back at Star Labs, Barry and Speed Force argue. Barry says that Speed Force scared Alexa away, and they should abduct Alexa, take her to Star Labs, and test her before she knows it. Iris says that Speed Force is asking too much, and then tells Barry that it's his chest.
Cecile calls Joe to the stand, and he says that Frost has put her life on the line countless times to save others. He talks about how Frost has teamed up with other heroes to save the world, including those who want to lock her up for what she was, not who she is. Joe then tells the judge that he doesn't understand how the court can force Frost to take the cure without sacrificing what it stands for: justice.
Tanaka says that she's ready to deliver her fault. Strong says that the cure was rendered inert, and the State suspects Frost since she's the only one who has motive. Frost denies it, and Cecile tells her to let her handle it. Strong says that the CCPD camera were hacked, and Kramer's expertise in military intelligence let her detect the hack. Caitlin stands up and says that she acted alone, and Strong accuses her of lying.
Strong says that they have more of the serum, and Kramer has ARGUS replicate the cure based on the sample. All they need is Tanaka's decision. Tanaka retires to her chamber to make her decision, and adjourns the court. Kramer comes over and tells Frost that it's for her own good, and Cecile tells Frost that they've lost.
The group meets in a conference room, and Cecile admits that she doesn't know a way. Allegra wonders what Kramer's deal is, and Joe figures that there's something going on with her. Caitlin says that she has to do everything possible to protect her sister. Frost asks the others to leave so she can talk to Caitlin alone.
Once they're alone, Frost asks why Caitlin isn't letting Frost fight the charges her own way. Caitlin says that she isn't fighting, and Frost points out that it's Caitlin fault. Caitlin's mother sends a text saying that Frost will survive the cure. Frost isn't happy, and insists that changing who she is isn't a choice. Caitlin, crying, reminds Frost that living without Frost is her greatest fear and she can't lose her. Frost says that if she takes the cure, Caitlin will lose her and Caitlin is protecting herself rather than Frost.
Alexa is working in her tent when Flash speeds in. He tells Alexa that if she gives him a chance, he can explain. Alex shows him laptop video of Fuerza, and says that she was part of a team building low-income housing. Abra destroyed their work site, and Alexa doesn't remember much else. She explains that she's been having blackouts, and the last time was when Fuerza attacked. Alexa worries that she is Fuerza, and Flash asks her for the chance to find out the truth. She says that she doesn't know if she's strong enough to find out the truth, and feels so weak.
Flash looks around at the cards that people she's helped have sent her, and tells Alexa that the person who helped them is no monster. He says that she'll be keeping people safe, and Alex feels that she can trust Flash.
At CCPD, Carmen goes to her office while reviewing Joe's file. She finds Frost waiting for her, and Frost says that he arranged for the two of them to meet. Frost asks Carmen why she hates her, and Carmen says that Frost only turned herself in when she was captured. Carmen explains that she lost an entire platoon who followed a meta commander that she trusted. She's sworn to never let that happen again, and Frost figures that she wants to go after all metas. Carmen says that the hearing will set a legal precedent, and all metas that endanger the public will have to take the cure. She tells Frost that there's nothing she can do to stop what's coming, and in the end justice wins.
Frost waits for the verdict at Star Labs, and Caitlin meets with her and apologizes. She admits that she was thinking about herself, not Frost, and Frost says that Kramer is going to win and every meta will lose because of Frost. Frost explains what Kramer has planned, and says that she just wants to help the other metas. She then hugs Caitlin, and Caitlin says that she's just figured out how they can win.
Barry takes Alexa to Star Lab along with Speed Force, which apologizes for scaring her earlier. Speed Force takes Alexa to the Speed Lab.
In the courtroom, Tanaka lets Frost make a statement. She takes the stand and says that taking away a meta's power is erasing their identity. Frost asks if justice should be about changing a way a person acts, not how they were born. She says that different can't be cured, and metas are there to stay. Frost testifies that she was only interested in protecting herself, and then she found one person to protect and that led her to protect the city., She learned to be selfless and selfish, and with the help of someone close to her she made a decision.
Frost stands up and submits a request for life in prison without parole. Kramer objects, and Cecile repeats Strong's earlier words that the State's goal was to protect the citizens. Tanaka agrees and tells Kramer to sit down, and then confirms that Frost is aware of what she's doing. The judge then sentences Frost to life in prison rather than set a precedent, and Frost smiles.
That night, Kramer visits Joe in his office and says that she's ready to go and came to say goodbye. Joe wishes her good luck, and Kramer closes the door and says that despite their personal frictions, Joe has her respect for his commitment to justice. Joe tells her that the feeling is mutual, and he knows a good cop when he sees one. He tells her to always check what side of the line she's on, and Kramer nods and leaves.
Caitlin goes to her apartment and looks at the art that Frost created and left behind.
Earlier in court, Caitlin hugs Frost as the bailiff leads her out to prison. Frost nods to her and continues on. Norvock is there, and tells Frost that everyone in town will know what Frost did for them. The others gather around Caitlin to comfort her.
In the present, Caitlin sits and looks at Frost's painting.
At Star Labs, Barry slowly exposes Alex to increasing levels of isotopic energy. He assures her that they're only giving her small doses of the energy, and begins the procedure as Isis and Speed Force look on. Speed Force tells Iris that she impressed by how she inspired Barry, and Iris is really Barry's lightning rod.
Alexa growls and twists the gurney she's lying on. Barry stops the energy bombardment, and Alexa wakes up, panics, and wonders what she's going to do. Barry promises that they'll help her deal with it.
Speed Force blasts Alexa, and says that Fuerza will sacrifice Speed Force's life to get what she wants. Barry recovers and Speed Force tells him that she is the lightning and blasts Iris. Barry jumps in the way and blasts Speed Force's energy away. She catches it and throws it at Alexa, and Iris goes to Alexa and confirms that she's dead. Speed Force tells Barry that it's time to choose a side.
