Picard concluded the TNG pilot Encounter at Farpoint (1987) by saying "Let's see what's out there. Engage." Here he reveals that the phrase "Let's see what's out there" comes from his mother.
Picard refers to to Elnor as the first "fully Romulan" cadet at Starfleet Academy. The "fully" qualifier is a nod to the character of Simon Tarses from The Drumhead (1991), who was revealed to be one quarter Romulan.
Among the ship plaques on display is one for the USS Leondegrance. This 'Lancelot' class ship is named after Sir Leondegrance of Cameliard, an Arthurian character played by Patrick Stewart in Excalibur (1981).
The book Picard gives Elnor, written by Spock, is entitled "The Many and the One".
It is shown that the address of Guinan's bar is number 10 on Forward Avenue, which would make it "Ten Forward". This is the same name of the recreational lounge (or mess) onboard the USS Enterprise-D, in which Guinan was the proprietor. Named so for being located on deck 10 in the forward section.
