- Scott Bernard, the lone survivor of one of Admiral Rick Hunter's expeditionary forces, is on Earth searching for Reflex Point, the headquarters of the Invid Regiss. The first person he meets after landing on Earth is Rand, a young freedom fighter whom he befriends.
Meanwhile, in a nearby city, a convoy of vehicles is leaving as Annie, a young girl, clings to her boyfriend Ken, pleading with him to let her stay. Ken tells Annie that she knew that as an outsider, her stay would only be temporary. Ken says that if he left, he could never return. Annie asks him to run away with her, but he refuses.
As Rand heads out on the road on a Cyclone, a high-powered motorcycle he had discovered while rummaging through the remnants of a battle cruiser, Scott tags along beside him. Rand asks Scott where he's going. Scott says he's headed toward the city to see if he can find any leads. Rand tells him to go by himself. Scott offers to teach Rand how to convert to cyclone armor, but Rand says the motorcycle configuration is good enough for him.
Rand tries to ditch Scott when the two nearly run into the convoy. The lead vehicle's driver recognizes Scott as part of Admiral Hunter's expedition. Scott asks him if he's seen anyone else from the expedition, and he says no. He tells Scott it's better for him to go back where he came from, and continues driving. From the back of one of the vehicles, a kid calls out to Scott warning him not to tell anyone who he is, or he'll be sorry.
Confused, Scott continues toward the city, followed by Rand. A hidden Invid battle pod notices them as they ride past, receiving orders from the Regiss to eliminate them. They reach the city and find Annie and Ken. Scott asks Ken if he's seen any soldiers. Ken tells them to follow him into the city, saying that's where they are. He tells Annie she can come, too, and she runs to him, grabbing his arm.
When they get into the city, Scott and Rand notice various broken mecha in the lake surrounding the city - downed space cruisers, broken bioroids, and the remnants of Zentraedi battle pods. They also notice the people of the city staring silently at them from inside several buildings. Ken calls out to the people, saying those with him are Robotech soldiers and are looking for their friends. He's taking them to the other island. The people remain quiet, and Ken says they're suspicious of new people at first, but they'll get used to them.
Ken leads Scott, Rand, and Annie to a single thin bridge, the only way to get to the other island, as an Invid battle pod lurks in the lake. He says that's where they'll meet the others, asking Annie to take them over while he stays behind and talks to the town elders about letting them stay.
Rand tells Annie to hop on the back of his cyclone, and he and Scott ride across the bridge to the other island. When they get there, however, they not only find the place deserted, but Scott also realizes that it's a graveyard. Scott becomes suspicious, and when he and Rand look back, they discover that the bridge being pulled away, stranding the three of them on the island.
Several Invid battle pods emerge from the lake and below the ground on the island. Scott and Rand take off, and the Invid give chase. Annie asks how the Invid found them. Rand tells her that Ken sold them out to the Invid, which Annie denies. Scott tells Rand to get Annie out of there, while he'll change to cyclone armor and see if he can lure them away. Rand takes off while Scott fights the Invid.
Rand fiddles with his cyclone to try to get it to change into armor so he can help, but is unable to do so. Annie runs off, saying she's going to find Ken and make him explain his actions. Rand takes off after her, saying it's too dangerous for her to be running around. Annie finds a rocket launcher, which she uses against an Invid pod. The pod overpowers both Annie and Rand, but before it can move in for the kill, another Cyclone rider shows up and attacks the pod. The mystery rider helps Scott defeat the attacking Invid, then disappears.
Back in the city, Annie confronts Ken with what he did. Ken said he had to do it to save the others. The elders show up and tell the three to leave, saying they don't want any soldiers in the town. Upset that the people would prefer to live in slavery because it would mean them living in peace, Scott says he's going to fight and heads off. Rand says he's not the basic hero type, but he can't stand anyone who would sell out their neighbors just to save themselves. Annie says that goes for her, too. She joins Rand, and they leave.
Catching up with Scott, Rand asks him what now. Scott says he needs to get to Reflex Point. Rand asks Scott if he wouldn't have been happier back up in space with his girlfriend, but when Scott doesn't answer, he says he was just kidding. Scott says Marlene is dead, stopping Rand in his tracks. Annie asks Rand if Scott told him. Rand says no, adding that he understands. Annie prompts Rand to catch up with Scott. Rand asks Annie if she wouldn't be happier with Ken, and she says no. They head off to find Scott.
