Colvin uses a different approach to get Hamsterdam operational.
This is a great episode with memorable scenes and strong humour.
The opening scene with Bubbs both funny and sets the theme strongly for an episode where characters are trying to sell ideas of change to others ingrained in the culture of the game.
Two characters in particular dominate the episode as they attempt to reform their respective institutions. Colvin's scenes and the sequences showing Hamsterdam being set up are classic moments of 'The Wire' that are both comical and thought provoking. Carver, Herc and Santangelo all have great moments.
Similarly, the scenes involving Stringer are loaded with implications of what the consequences might be for a character driving so much change in the way an organisation functions. In his exchanges with both Avon and Marlo, you almost cringe when you hear how fundamentally different he appears to be from them. These characterisations are so compelling to watch. His one-liner to Shamrock at the end of the co-op meeting is priceless.
As always there is so much going on in the episode it's hard to mention everything. Other characters like McNulty, Bunk, Cutty, Carcetti, Bubbs and Bodie all make strong contributions to the episode.
For me it's a 9.5/10 but I round upwards.
