Josh holds the report with the rear cover facing out (with what looks like pen scribbles) as the conversation begins. As the conversation progresses, the report's front cover (clearly printed title cover) is seen, then the rear cover is facing out again, all in the space of a few seconds and in the same position in his left arm.

When Leo and Toby are discussing the quality of speech writers Leo notes an error in Toby's speech where he mixes up FEMA for FHA. Leo then goes on to say "Yah, 'cause FEMA doesn't insure home loans, they don't insure anything. They're the people who come in after a tornado." In fact, FEMA runs the National Flood Insurance Program (NFIP). So, Leo has it half right, they don't insure home loans.
Toby tells Will that he is unable to pay him to work. However, he also stated earlier that they were short staffed, especially with Sam gone. As it is a temporary assignment, there is no reason Will could not be paid.
Leo could have easily had the call from the UN Secretary General stopped long before it got to the Oval Office. There was no need to have Charlie interfere.
