Gregory eliminates people by cutting the tape. But, unless the tape is spliced and continues to spool, he would not be able to create new characters on a tape that cannot turn.
Gregory has shown he has no qualms about destroying the "people/characters" he creates. So it makes more sense that he would destroy the Victoria tape and just make Mary his mate much sooner. But yes, The Twilight Zone requires the viewer to suspend logic a bit.
