In 1868, Sen. Thomas Hart Benton is pressured to convict President Andrew Johnson who has been impeached by the House of Representatives for opposing the policies of the radical Republicans. As senators make known where they stand, Benton realizes that the vote is so close that whether or not the president is convicted and removed from office is his to decision to make.
