While Sam picks up a hubcap at Mount Pilot Motors, 13-year-old Mike climbs behind a new convertible fantasizing about driving it. Sam encourages him to save his money so he can get one when he gets older. With that mindset, Mike takes a part time job at Goober's garage. Mike comes across an old car Goober traded for but never made time to fix up. With $15 he has saved, and the matching half Sam promised for his future car, Mike buys the car from Goober. Mike plans to tinker with it and fix it over time. Sam is upset with Goober for selling it to him, but Goober assures him that he wasn't able to get it to run when he had it. Mike, however, has shown skills at car repairs. Sam seems satisfied for the learning experience for Mike. Pressured by his friends, Mike puts a battery in the car and gets it running. He's further pressured to drive them and he mows down the mailbox before crashing into the ditch. Sam thinks over spanking Mike before deciding to teach him a different lesson. Sam instructs Goober, the deputy sheriff, to give Mike a traffic ticket with a list of violations. Goober reluctantly agrees. Millie feels Sam went about the lesson wrong. Sam is surprised to find Goober took the "make it as official as you can" instructions to heart and mailed a copy into to court. Since Sam is the registered owner, it will be Sam who will face a judge to answer the long list of charges. More than one person may learn a lesson.
