Those really big concrete egg-shaped structures are part of a sewage treatment plant. They are anaerobic digester 'eggs' where bacteria break down sewage sludge into a rich organic fertilizer and a lot of methane (which is burned to run the plant's generators and heaters). At least that was the idea in the 1970s. Today's sewage sludge contains so much lead, mercury, and cadmium that you can't use the sludge for fertilizer.
This is the first time we see any action before the opening title sequence which isn't billed as an opening gambit. It's the first time the scene is set for the main story before the opening titles.
