- A TV-news network airs a report alleging that during Desert Storm a US Marine team has used sarin gas to assassinate three renegade US civilians working at an Iraqi facility in Kuwait producing chemical WMDs for Saddam Hussein. The three engineers died, as did four Marines, along with a fifth one who committed suicide three months later. Rep. Bobbi Latham requests the services of Harm as an adviser to a House subcommittee investigating the accusation; the admiral agrees. LCdr. Mic Brumby, RAN, both a lawyer and a submariner, arrives at the JAG headquarters for duty as an exchange officer. Mac's long-estranged husband suddenly shows up with complications. - ZNN star reporter Normal Delaporte (Barry Jenner) claims to have evidence that U.S. troops used chemical weapons against expatriate Americans during the Gulf War. Harm is assigned to assist Congresswoman Bobbi Latham (Anne-Marie Johnson) in a House Subcommittee on National Security investigation into whether ZNN allegations are true. At the same time, Mac's ex-husband and ex-convict Chris Ragle (Joe Lando) shows up looking for money. Royal Australian Navy Lieutenant Commander Mic Brumby (Trevor Goddard) joins the office as an exchange officer. It turns out the ZNN allegations was a sensationalist fraud, and Harm rhetorically asks why the public should believe ratings-driven reporters over ordinary service members who bears the real cost of war.
- Harm is sent to Washington, D.C., to join a committee formed to judge the validity of a shocking television report -- that U.S. forces used sarin gas on fellow Americans during the Gulf War. What he uncovers, though, is so unexpected that he can't present it without testimony from a key witness, Sgt. Morrison, who was actually on the mission in question in the Gulf, but has been missing ever since. Meanwhile, Mac is caught off guard when an old flame, Christopher Ragle suddenly reappears in her life.
