- As the fiscal year ends, Clayton realizes there is a large surplus of funds unused. The auditors tell him that he must use it now, or lose it to the budget in the following year. Benson and Clayton find ways to use the funds.
- When Clayton attempts to divert $8 million of Federal funds to a surplus account, Federal auditors insist that the State spend the money before the end of the fiscal year...tomorrow. As Benson tries to prevent Clayton's press conference, a dancer jumps out of Mrs. Cassidy's huge cake and announces the surplus. While Kraus recommends a satellite, Clayton suggests an eight-block bullet train.
