Warren wants to and does fire the old Civil War cannon on display in the town square. However, almost five years earlier in "The Horse Trader" episode Andy sold the town's Civil War cannon (also on display in the town square) to a visiting antiques dealer.

During this episode Warren is obsessed with making the cannon fire. He says there is something in the barrel that's blocking it. In the last scene we see of the cannon before it fires, there is a heavy duty screen on the front of the barrel of the cannon. (Apparently Warren didn't notice it)
There is not a screen on the front of the cannon. What appears to be a screen really is the rifling inside the cannon barrel that enables the cannon ball to travel in a more predictable trajectory. In other words to hit what it's aimed at.
In the credits the character Robert Karnes portrays is identified only as Jack. In the show Warren calls him George.
