Audrey Raines : She gave the name of a hotel to Customs but nothing to say she's actually there. Curtis is prepping a tactical team to try to bring her in

Jack Bauer : [after hanging up the phone with Chloe when she confirmed the background information Stoller told him] you were with Collette Stenger: we need her to help find Vladimir Bierko
Theo Stoller : How do you know him?
Jack Bauer : Bierko's responsible for terrorist earlier in the city today. His preparing another one as we speak, Stenger is the only way we can find him. Where is she?
Theo Stoller : I can't help you
Jack Bauer : Why not?
Theo Stoller : Giving up Collette jeopardizes my operation
Jack Bauer : What operation?
Theo Stoller : I've been undercover for the last six months, gathering Intel on Collette's clientele. We've identified cells in three countries connected to a dozen more. She's too valuable to give up
Jack Bauer : If we don't find Bierko, hundreds of thousands of innocent people will die here today. That is more important than your preemptive operation
Theo Stoller : It's not a question of importance, it's a question of different agendas. Your job is to save American lives, my job is to save German lives. Your asking me to betray my duty to my country, ask yourself what you would do if you were in my position
Jack Bauer : You better start asking yourself what you would do if you were in mine
Theo Stoller : I'm here with the permission of your government: you can't touch me
Jack Bauer : Right, we'll see about that

Jack Bauer : Your intelligence agency denied our request for cooperation: so is your government
Theo Stoller : I'm not surprised. Collette Stenger is a "golden goose", there's no upside in giving her up
Jack Bauer : Maybe I could provide you with one?
Theo Stoller : Meaning?
Jack Bauer : I will give you something that's more valuable than Collette Stenger
Theo Stoller : It's hard to know what that might be
Jack Bauer : Our roster of all known terrorist suspects working around the world: our "wet list"
Theo Stoller : As allies, we've requested this "wet list" many times before. The NSA has always said giving us the list would jeopardize operations
Jack Bauer : It will. I don't work for NSA, I don't work for CTU. This is personal, right now you're not giving me another choice
Theo Stoller : Alright, I'll give you Collette in exchange for the "wet list"
Jack Bauer : [Before taking out his cell phone] good, let's see what we can do
Theo Stoller : I'm aware of several names that should be on that list: don't try to pass me a fake

Jack Bauer : [Over the phone] do we still have a backdoor to NSA's secure mainframe?
Chloe O'Brian : I can't really talk right now
Jack Bauer : Ok, fine. I need you to log onto their server, download the "wet list" and send it to my PDA immediately
Chloe O'Brian : Why?
Jack Bauer : The "wet list" is what we're going to have to pay to get Collette Stenger
Chloe O'Brian : That list is as top secret as it gets: Homeland Security sent a team over here. You're going to have to clear it with them
Jack Bauer : I can't afford the chance of them saying no
Chloe O'Brian : I'm not saying I won't do it without their approval, I'm saying I can't. They took my keycard, I can't get into the NSA mainframe without it
Jack Bauer : Just do what you have to. It's our only way to get to Bierko
Chloe O'Brian : [Before hanging up] fine, I'll call you back

Collette Stenger : [Talking privately] Theo had a price: what's yours?
Jack Bauer : I'm not for sale
Collette Stenger : Everyone is for sale
Jack Bauer : This isn't a game, we're running out of time. You better tell me what you want
Collette Stenger : Alright, full immunity, no hold backs signed by your President transmitted to lawyers in Zurich and Tripoli but I can't tell you where Bierko is
Jack Bauer : Why not?
Collette Stenger : Because his already gone, I met him at a safe house when he was already on his way to carry out the attack
Jack Bauer : What were you selling him?
Collette Stenger : I don't know
Jack Bauer : What'd you mean you don't know?
Collette Stenger : I mean I don't know: it was schematic
Jack Bauer : What kind of schematic?
Collette Stenger : I'm paid to broker the information, not to know all the details. I make it my firm policy
Jack Bauer : You expect me to believe that you acquired information for a terrorist group and you didn't know the specifics?
Collette Stenger : You can believe whatever you want. The fact is I got the schematics from a source and they were digitally encrypted, that source can tell you what they mean. Give me my immunity, and I'll give you my source. Those are my terms
Jack Bauer : You haven't offered us very much, I'll see what I can do

Bill Buchanan : [Over the speakerphone in the Situation room] it's Bill, Karen Hayes is here as well. If you're with Theo Stoller, get some place you can talk privately
Jack Bauer : [Over the speakerphone on his cell phone as Stoller listens] I can't, we're in the middle of an operation, if I move, and I'll jeopardize our position
Karen Hayes : Then you'll have to have this conversation in front of him: have you given him the "wet list" yet?
Jack Bauer : Yes
Karen Hayes : Has he given it to German Intelligence?
Jack Bauer : No
Karen Hayes : [Before Jack and Theo draw their guns on each other] then get it back now
Jack Bauer : I can't, if I do that Stoller won't cooperate, and then we'll lose Collette Stenger. Bill, would you explain this to her?
Karen Hayes : It's not his decision: it's not his decision. Retrieve the "wet list" now or I will order Agent Manning and his team to do it
Jack Bauer : Right now Collette Stenger is our only connection to Bierko, if you blow this operation, you will be responsible for every life lost in his next attack
Karen Hayes : I don't like to be threatened
Jack Bauer : That's not a threat, that's a fact
Karen Hayes : German Intelligence will move preemptively in on people we have been watching for years: our ability to prevent terrorist attacks will be severely threatened
Jack Bauer : And that's risk we'll have to take. Right now we have to deal with "this" situation
Karen Hayes : It's not your call, it's not mine either. We need authorization from the President
Jack Bauer : Then get it
Jack Bauer : [after Curtis informs him Stenger is arriving at their location] we have a possible suspect approaching. Ms. Hayes, are you telling me I have to abort this operation? Yes or no? This is your call
Karen Hayes : You don't know for certain this woman will lead us to Bierko
Jack Bauer : No, not for certain. Right now she's our only lead, are you willing to take this chance?
Karen Hayes : You left me no choice: proceed but you have severely compromised this situation and I promise you, there will be repercussions
