After arriving at Gaines' compound, Jack refuses backup until he knows that Kim and Teri are safe, wanting to prevent "another Waco." In 1993, the ATF attempted to raid the compound of the Branch Davidians religious sect in Waco, suspecting David Koresh and his followers of federal gun law violations; their plan was inadvertently compromised by a reporter, and the raid turned into a two-hour firefight. After a 51-day standoff with the FBI, and following the insertion of CS gas to drive the sect members out by force, the compound burned down, the cause of which still remains in dispute, resulting in 76 deaths. The events at Waco were later cited as the primary motivation for the Oklahoma City bombing in 1995, which remains the deadliest incident of domestic terrorism in American history.
