At the heart of her plans is the abuse of a blind ten-year-old boy, Luke, with extraordinary clairvoyant abilities and ancestors who discovered a great, mysterious power central to the jewels and a cave on the coast. - Former pop star turned conservationist Tom Frewen and his teenage daughter Nell operate an ecology watch from their converted trawler boat, the Eye of the Storm. Docking in Montliskeard Bay on the south coast of Britain, they begin to investigate an unsolved issue caused by the great storm of 1987 - the Palo Mendra, a ship bound for Felixstowe, lost five barrels of unknown toxic waste during its journey through the storm. Four were recovered with samples of sand and water from Montliskeard Bay in an allegedly routine check-up by the government, but the fifth is thought to still be located somewhere on the coast. Tom believes it is an ecological time-bomb.
At the same time in the nearby Montliskeard Place mansion, Luke, a seemingly blind young boy, is being manipulated by his malevolent guardian, Martha Tabbert. She is intent on recovering five ancient stones, said by Luke's seventeenth century alchemist ancestor, Gilbert, to deliver great power over the elements of Earth when unified in a ceremony. His brothers scattered the gems among relatives upon the discovery of his ill intent; Martha, still believing in the alchemists' practices, goes to the lengths of drugging and abusing the boy against his will to induce extraordinary clairvoyant visions of events he was not present for to find the elusive fifth stone.
After obtaining water samples for Tom, Nell spots Luke acting erratically on the cliffs. Whilst her father consults local news reporter Fran Tuett, she approaches him, and begins to learn about his situation. However, Martha and her henchmen, including Runceford, an executive from the company that lost the barrels, are concerned about the Frewens - they threaten and intend to dispose of them. Fran happens to possess one of the stones, and is also visited by Henry Pryce, employed by Martha to tutor Luke and find the stones. When Nell goes diving again in search of the cave Luke started to describe to her, she is attacked by an unknown diver.
Luke sees the attack on Nell in a sudden vision, and tries to stand up to his abusers. Though Nell escapes the attack, she falls unconscious whilst trying to get back to the boat. She is only saved by her father upon his return, angry and worried about her after she went diving alone. After obtaining Fran's gem, Pryce recovers another from Rob Appleton. Fran tries to supply information for Tom on the 1987 incident, which her television station covered in a canceled item, but it is stolen by Runceford. Nell sneaks into Montliskeard Place to speak to Luke again, and after returning to Tom discovers their boat has been held under ship arrest.
Between Martha's abuse and his fear of his ancestors' legacy, Luke becomes increasingly sick. Tom and Nell have to dock their boat in the harbor whilst the authorities carry out a false search for drugs, concocted by Martha and Runceford. Fran, Rob, and fellow stone holder Barnes arrive in Montliskeard Bay to stay at the mansion for Martha; Rob recognizes Luke's worsening health, and agrees to try and help him by seeking out Tom and Nell. After they meet Fran again for drinks with 'Erlingham' - actually Runceford posing as an ex-government official looking to help them - Rob finds their boat in the harbor, and is attacked by an unknown intruder.
Tom and Nell find Rob knocked unconscious and all of their work smashed. They clear up his innocence with Fran, and he tries to help Luke alongside Nell. Barnes declines handing over his stone, and speculates on Martha's mental stability with Fran; she decides to drug and lock him in the man-made drowning trap cave that previously killed one of Gilbert's stone-seeking brothers. After Tom and Fran go out to meet with 'Erlingham' again, Nell and Rob agree to assure Luke by visiting the cave on a dinghy. Tom, Fran and 'Erlingham' return to find the diving gear gone, and Nell is attacked once more upon discovering the lost barrel in the cave tunnel.
Escaping the attempt on her life narrowly, Nell realizes the attacker is 'Erlingham', who dies after the barrel falls on him in the tunnel. With Luke returned to Martha and the discovery of Barnes' death, Fran and Rob become increasingly distrustful of her, and are held hostage. Tom obtains information from Runceford, and finds the contents of the barrel is an illegal, highly lethal binary chemical weapon. Its trigger is potassium nitrate - one of the elements Martha intends to use in her ceremony with the stones. Nell launches a desperate last-ditch bid to save Luke and the coast, interrupting Martha's ceremony in the cave. She succeeds, leaving her to drown.
Tom and Nell are given credit in a news report by Fran on the discovery of the lost barrel on the coast. They visit Luke, recovering in the hospital, with Rob, and find that alongside his visions, Martha's drugs were inducing blindness - which has now been cured.
