Accurate portrait of the new problem in the new era
The literal translation of the title of this movie is: The Female thief that went to the sea.
Audience needs to know some contemporary Chinese cliche: the phrase "go to the sea" has two meaning in the era of Chinese reform, and the first one is positive, while the second one is negative. The first one means somebody becoming giving up the security of jobs provided by the government and going to the private enterprise, or more directly, becoming business owners themselves. The negative meaning is for doing something illegal, such as prostitution, and fraud.
This movie accurately depicted the new problem of in the new era: there are increasing numbers of women committing crimes in China, and something has to be done, and it can not be simple punishment alone.
