Ham and Bud are a pair of White Wings, those street cleaners who used to sweep up what the horses left behind. They punch each other whenever they can get away from the notice of their supervisor, get in the way of Ethel Teare's runaway horse, and Ham is invited to tea, to witness a well-turned-out fellow's courtship of Miss Teare.
I suspect this was an attempt to introduce some pathos into the mix of Lloyd Hamilton's and Bud Ducan's unlikely and unlikable comedy series for Kalem. It was popular enough to be the company's big money-maker in the company's last couple of years of existence, which goes to illustrate how cheaply a movie comedy could be made, and what the public would put up with.
