This is the first video game based on a movie based on a video game. In 2016, Ratchet & Clank (2016) was advertised as "the game, based on the movie, based on the game". Both games were developed concurrently with their movies.
All of the main actors in the movie were contractually obligated to be photographed for the game. Jean-Claude Van Damme could only spare four hours of his time, so many of his animations use his stunt double. Many of the Cammy animations also use Kylie Minogue's stunt double, Emma Kearney.
Although Raul Julia was credited as Bison, his likeness only appears in the game's attract mode and cut-scenes, which used footage from the film. Due to the Julia's health problems at the time the game was made, all of Bison's fight animations were done by Julia's stunt double, Darko Tuscan.
Blade is based on a Bison trooper, but no character named Blade appears in Street Fighter (1994) the movie this game is based on.
Captain Sawada was intended to be included in the movie as a preview for Street Fighter III: New Generation (1997) where he was said to have a major role. He appears in this game. However due to the film not doing so well, and Sawadas poor presence on screen, Capcom scrapped their ideas for Captain Sawada in future games. This is the only game the character has ever appeared in.
