- One of the most respected inspectors, Arjun Joglekar (Mukesh Khanna) is killed by drug dealer and gangster, Goli (Shakti Kapoor). Arjun was interfering with Goli's illegal operations in Mumbai. Arjun was in touch with Mona, who was his mole in Goli's organization and used to pass on information on drug consignment movements etc. Arjun's wife Seema (Beena Banerjee) is pregnant. Mona was caught by GOli and agreed to lure Arjun out. She first tried to bribe him, and then Goli killed him when Arjun refused.
Mona (Shilpa Shetty), a cabaret singer and Goli's mistress, agrees to testify against Goli (when Karan showed her Arjun's widowed wife who is also pregnant) and is placed into witness protection by Inspector Karan (Akshay Kumar), Arjun's younger brother, who aims to fight any injustice and avenge his brother's murder. When Goli finds out about Mona's forthcoming testimonial which would expose his real identity, he tracks her down and kills her by firing on her from a helicopter. Commissioner Lal (Kader Khan) wont issue a warrant against Goli without any evidence. Hawaldar Ram Lal (Kader Khan) is Commissioner's elder twin brother.
Deepak Kumar (Saif Ali Khan), who is the most romantic actor around, is frustrated with his roles and for being type-cast as a romantic hero. He would like to do something different and bring some change and excitement to his dull and boring existence. Dhansukh (Johny Lever) is Deepak's manager. To change his monotonous life, he gets drunk and drives around. He is arrested by the police and brought to his rowdy producer Damodar Bhai. This is where he meets Karan (who was investigating a sexual assault attempt by Damodar on an aspiring actress) and is very impressed with his assertiveness, courage, and honesty (Karan beats up Damodar badly and gets him admitted to the hospital); Deepak would like to study his behavior so that he can use this as a background for his next movie.
Karan refuses to let Deepak hang around him, and is even willing to resign in front of Commissioner Lal if he insists. Karan meets Basanti by accident, who looks identical to Mona. Karan wants Basanti to help him track and trap Goli, and she agrees in exchange for Karan keeping her street kids out of police trouble (They were arrested by Ram Lal for robbing customers at Basanti's street performance) Karan tells Deepak to hang around him if Deepak can get Basanti to act as Mona. Deepak trains Basanti and presents the new "Mona" to Karan. Karan places Basanti at the Moonlight Hotel as an amnesiac Mona, where she can report on Goli's criminal activities. Goli accepts her back, since he is convinced Mona has no recollection of her past life..
Meanwhile Karan yells at Deepak, for messing with his work, when a few robbers are able to get away because they took Deepak hostage and compelled Karan to drop his weapons. Karan tells Deepak that in real world people die due to such silly mistakes and there are no second chances. Karan brings Deepak to stay with him at home, when he is challenges by his sister Shivangi (Rageshwari) that she would stop watching Deepak's movies if Karan brought him to stay at home. Karan tells Deepak, as per the deal, they need to be together 24 yrs since emergency can come anytime (and hence Deepak should stay with Karan). Once home, Karan asks Deepak to make his sister hate Deepak..
Deepak falls in love with Karan's sister, Shivangi (Shivangi tries to commit suicide, after Deepak says that his true fans are ready to slit their wrists for him. He doesn't consider anything less than that to be his "fan") (In hospital, Deepak tells Shivangi that he was lying. Shivangi says that she truly loves him). To get Karan to give his blessings, Deepak wants to get Basanti and Karan to love each other. Deepak tells Basanti that Karan loves her. Basanti likes the idea of being a cop wife. She agrees to seduce Karan. Deepak gets Karan drunk and sends him to meet Basanti. He wakes up naked in her bed and Basanti says that Karan had sex with her. Deepak suggests that Karan gets married to Basanti.
When Karan finds out, he gets mad and he tries to get rid of Deepak Kumar (by taking him on a fake encounter of a supposed terrorist, in which Karan makes it look like Deepak shot Ram Lal in cold blood). Karan scares Deepak by saying that he should leave town as his whole career would get ruined if this thing got out. Deepak leaves town, only to grow a conscious and decides to come back to face the consequences of his actions. Deepak finds that Ram Lal is alive and Karan had played a cruel joke on him. Deepak apologizes for loving his sister Shivangi & leaves. This makes Karan guilty (when his Bhabhi yells at Karan for not fulfilling his duty towards her sister. She says even Arjun would have wanted Shivangi to marry Deepak) and tries to win back Deepak Kumar for his sister and Bhabhi.
When Karan blows a big drugs and weapons warehouse based on a tip from Basanti, Goli figures that someone is leaking information from within his organization. Goli attacks Karan via an assassin. But Ram Lal sacrifices his own life to save Karan. Next time Basanti calls Karan, Goli tracks the call and finds out that Mona/Basanti in the mole. Goli finds out that the girl is in fact Basanti and not Mona. Turns out Basanti had taken pics of Goli with international smugglers. This is the evidence Karan needs to put him behind bars. Karan and Deepak attack Goli's hideout. But Goli had kidnapped Shivangi and Bhabhi as well. A shootout ensues and Goli captures Karan and tortures him. Karan escapes and martial arts the heck out of everyone. Karan kills Goli with the same shotgun with which Goli killed Arjun. Deepak makes a new film with all the dialogues Deepak learned from Karan.
