This was quite deliberate. "Stingray" actually holds a unique place in television history, as it was the first British-made series to be shot entirely in colour. As a result, to thrill 1960's TV audiences, Gerry Anderson decided to "fool" them into thinking the show was made in the then prevalent black and white format, before spectacularly showing them otherwise utilising a pullback shot of Commander Shore in Marineville's Control Tower.
Later on in the the series' production, the opening black-and-white shots in the title sequence were replaced with colour ones, including a different explosion at sea, APF Production and Videcolor title cards, and subsequently a different shot of Commander Shore.
Incidentally the very first British series to be made in colour was The Adventures of Sir Lancelot (1956), but this was initially produced in black and white before switching to colour episodes due to its success on US television.
