- Two industry managers from Milan are in Rome to get the contract to build a YMCA hostel. They get in touch with a masseuses ring and one of the masseuses is introduced to the president of the catholic association as the wife of one of the managers. During a vice squad roundup, the president is about to be discovered with one of the girls when he dies of a stroke. - When her car is stolen by a customer, Milena, a gorgeous, brunette young woman who is working the streets of Milian as a prostitute, decides it would be safer to set up a call-girl agency from her apartment. To this end, Milena enlists two of her similarly glamorous friends, the blonde Iris and the fair-haired Marisa, to advertise their services euphemistically as "masseuses" in the press.
Parodi, a businessman in the construction industry, is sent to Milan by his wife (who runs their construction firm) to finalize a contract for the construction of a hostel for "fallen women" commissioned by a philanthropic organization called 'The Assocation for Protection of the Young'. Parodi is accompanies on the trip by his friend Manzini, an engineer. Once in Milian, the two men meet the Association's president, Cipriano Paoloni, and his business secretary Bellini.
Back at the hotel, Manzini is overcome with a case of the flu, but Parodi spots Milena's newspaper advert and arranges a visit. However, when he arrives at the girls apartment building, he presses the wrong buzzer and finds himself attempting to negotiate terms with their neighbor, the matronly Mrs Petroni, a authentic masseuse who does not offer any "extras" at all. When the penny drops and Manzini and Mrs. Petroni realize that he had arrived at the wrong address, Mrs. Petroni orders her husband Gaspare to go the remonstrate with the three women next door, they they are more then a match for him and send him packing.
Meanwhile, Bellini demands a bribe from Parodi (for the ruling political party and himself) before giving Parodi's company the contract to build the hostel.
Manzini, now recovered, phones the masseuses and arranges for Marisa to visit him at the hotel where he is staying. Bellini drops by unexpectedly and Manzini passes Marisa off as his wife. Between them, Marisa and Bellini hatch a plan to cream off even more money from the proposed deal.
More complications arise when Parodi's suspicious wife arrives in town. Despite his exalted moral position (and quite coincidentally), Paoloni too is a customer of the phony masseuses. He visits the girls, but has to hide in a closet when a policeman, named Calascione, drops by to investigate Mrs. Petroni's complaint, and he must hide again when Bellini arrives to see Marisa. The terror of discovery is too much and Paoloni dies of a heart attack in the closet.
Paoloni's death threatens to ruin everything for everyone when it transpires that he had signed the construction contract but post dated it for superstitious reasons. If his death is reported, the contract is useless. Smuggling Paolini's corpse back into his office, Parodi, Manzini and Bellini hope to delay the discovery of his death long enough for the contract to become valid. However, their attempts are compromised by the intervention two buffoonish nightwatchmen at the dead man's office, named Franco and Ciccio. While Parodi, Manzini, and Bellini try to get the dead Paoloni into his chair, the "masseuses" distract Franco and Ciccio. When Franco, not to be distracted, goes to check Paolini's office, the conspirators hide the corpse behind a curtain and switch off the lights. Franco, unlucky as ever, enters the office, turns on the lights and sees shoes beneath the curtain and believing it to be a burglar, smashes a bottle over the corpse's head. Naturally, when the body of the company president slumps to the ground, Franco thinks he killed him. Franco and Ciccio try to move the body out of the office, while Bellini and Parodi try to get to the body to put it back.
