- A Sicilian professor who moves to Rome gets lost in the maze of Roman ministries and gives in to corruption.
- Professor Luigi De Francesco is a teacher in a Sicilian town, not without disputes because of his moral rigor and his progressive views. His wife, who dreams of the big city, manages through acquaintances to obtain the transfer of her husband to Rome, despite the latter protests at the scarcity of his salary compared to the costs in the capital. Baron La Prua, landlord of the professor with a past as mayor in the Fascist period, but now a candidate for mayor with the votes of the left, recalls De Francesco's friendship with the honorable Rapisarda, which matured at the time he was at confinement in Sicily. He then proposes to supplement the meager salary by following the authorization process of a drug, Virilon, boasted as a miracle for male performance at the Ministry. Since the upright De Francesco does not want to take advantage of his friendship with Rapisarda, his exhausting wanderings in the ministerial offices crash against the wall of bureaucracy and it is worthless to finally be able to approach Commendatore Larina in a fortunate way, manager to whom he belongs. the issuance of the authorization. Faced with the ineffectiveness of the professor, La Prua, who went to Rome to take matters into his own hands, reconnects with the comrades of the past he meets at a gathering of nostalgic fascists. They suggest that he approach Larina's wife, their old acquaintance, and it is through the good offices of the lady, and by paying a large bribe, that La Prua manages to obtain authorization for the Virilon. At that point, De Francesco's services are no longer necessary and the professor finds himself without the additional salary just when he has to meet the costs of his daughter's marriage.
