- The ranchers have given money through Benton to the crooked lawyer Harkness to save the titles to their land. When Harkness gets a better offer, he steals Benton's receipt for the money and Benton is jailed. - The ranchers in a Nevada valley are jubilant when the newspapers and radio inform them that the great Boulder Dam project has finally been authorized, for they realize that once it is completed, their land will become more productive and valuable. But shyster lawyer Cliff Harkness informs them the land they paid dearly for is not theirs, and he produces a grant that gives him full ownership and his to sell. Under the leadership of Wade Benton,they pour their life savings into a fund, which Benton takes to Harkness and gets a receipt. A few moments later, Mark King, a wealthy financier who has bought a ranch in the valley, appears and offers a larger sum for the grant, and Harkness takes his money also. Then he slips into the barbershop where Benton is getting a shave, and replaces his receipt with a blank sheet of paper. Harkness claims Benton never paid him and the latter is jailed, and an eviction is set on the ranchers. claiming they are squatters on their own land. Benton escapes jail, dons a black costume and black mask and sets out, as the Phantom Rider, to get the land back for the ranchers.—Les Adams <longhorn1939@suddenlink.net>
