- Patrolling at sea, the coast guard discovers first a stuffed penguin mascot, the the drifting corpse of Max Stoltze, crew member of Seawatch, the small local environmental activist group Pia Cornelius once belonged to. Seawatch's founder-boss denies that he knew that a targeted local businessman obtained priceless inside information from Max, enabling him to counter activist operations.

The next night, by clear weather, the dispatcher receives at night an anonymous call about the sinking of the Turanga during a storm years ago. The links is a vindictively uncooperative abandoned daughter, whom the dispatcher however charms into playing bait. This also tears open a dangerous old wound.
