Attended the humanistic high school in Forchheim, graduated in 1978. Joined the German Armed Forces as an officer candidate, retired in 1983, now a captain in the reserves.
1983 to 1987 research assistant to CDU member of parliament Helmut Sauer (Salzgitter), also studied history and political science. 1987 to 1991 Secretary General of the Federation of Expellees.
Member of the CSU since 1978.
Member of the Bundestag since 1990; 1990 to 2002 Chairman of the "Displaced Persons and Refugees" working group of the CDU/CSU parliamentary group, spokesman in the Enquete Commissions "Coming to Terms with the History and Consequences of the SED Dictatorship in Germany" of the 12th Bundestag and "Overcoming the Consequences of the SED Dictatorship in the Process of German Unity" of the 13th Bundestag. Member of the Board of Trustees of the "Foundation for the Reappraisal of the SED Dictatorship," the Advisory Board of the Federal Commissioner for the Records of the State Security Service of the Former GDR and the Board of Trustees of the "Foundation Archive of Parties and Mass Organizations of the GDR." From 2002 to 2005, spokesman on domestic policy for the CDU/CSU parliamentary group; since November 2005, deputy to the 1st Parliamentary Secretary and Parliamentary Secretary of the CSU parliamentary group. Since 1998 Chairman of the German-Korean Parliamentary Group of the Bundestag.
