At the border, customs officer Pedro Gonzales learns that Tom, an American, broke up a wedding and stole the bride. He gathers an army of men and boards the train looking for Tom, who hides in the upper berth of a vacant room. Patricia Carter then enters and, after she tells Gonzales that she is alone, begins to remove her clothing until Tom knocks over a bag. When she screams, Tom puts his hand over her mouth and forces her to listen as he explains that the bride was being forced to marry a man she didn't love and that she was "stolen" with her own consent. After Gonzales and his men leave the train, Tom jumps off the train and rides into Delhi, Arizona, where he tells his old pal, Newt Olsen, that his uncle, Jerry Malone, sent him a letter urging him to take over his ranch, which is the largest in the state. After Newt's ornery wife Sally, angry that Newt is drunk and with Tom, fires a rifle at them, they ride to the Malone ranch. At the ranch, Malone has died, supposedly by accident, and John Ross, Malone's attorney and the leader of Looney's gang, plans to have Frank Briggs, one of his men, pose as Tom so that they can inherit the ranch and then start a Ranchers' and Cattlemen's Protective Association. Pat, an undercover agent who is traveling with Ross, secretly attempts to transmit this information via a radio in her bedroom. When Ross tries to act romantic, she shies away, but promises to go away with him as soon as their work in setting up the association is over. Tom and Newt ride up and learn from a servant that Malone has died. After Tom saves Looney from an irate bull, whom he tried to rope, Looney introduces Tom and Newt, whom he calls "Killer Olsen," to the gang. Tom says that he wants to muscle in on their scheme. Ross then sends his men to kill them at night, but Tom and Newt capture the men and lock them in an ice-house. The next morning, Ross capitulates and suggests that Tom pose as Tom Daley and that Pat pose as his wife, so that if Tom meets with an "accident" or double-crosses them, his "widow" will get the ranch. They go to Judge Wilson's home, where the will is to be probated, but the judge is out of town until the morning. Mrs. Wilson, who, it turns out, is Tom's godmother, insists that he and Pat stay the night, to Ross's and Pat's discomfort. Alone together that night, Pat grows fond of Tom and encourages him to pull out of the scheme, while he remarks that she does not belong with the gang. Tom spends the night in the room sleeping on a chair. The next day, as the will is settled, Looney and Newt get drunk and become pals, but Sally shows up, and after she reveals Tom's identity, the gang captures her and Newt. Pat is relieved when she learns the truth about Tom. After Tom is knocked out, Pat tries to call the police on her radio, but Ross catches her and smashes it. He tells his gang to kill the Olsens and Tom. Tom convinces Looney to help "the killer" and his wife escape. Newt, however, refuses to leave Tom, who fights the gangsters with Newt's and Looney's help. After Briggs shoots Looney, the police arrive, and Ross is shot trying to escape. Although Looney tells Newt that he is "hitting the last trail," Newt points out that Looney's belt stopped the bullet. Sally calls her husband a brave hero and promises never to scold him again. Tom kisses Pat and reminds her that according to the deed they filed when they pretended to be married, half of the ranch is hers. She replies that she is recording it.

She has the idea to publicize E. W. Marlowe's products as producing courage and power, and Jimmy relates the idea to Marlowe. Impressed with Jimmy's slogan--"Eat Meat and Rule the World"--Marlowe agrees to let him organize a circus to be broadcast on the radio from the Marlowe department store's window. Despite the objections of Ralph Andrews, a fellow publicist who is in love with Sally, Jimmy hosts the stunt, and it goes awry when an elephant is scared by a mouse and wreaks havoc. Marlowe fires Jimmy the next day, but is forced to rehire him as the publicity agent of his mistress, Pola Wenski, when Jimmy finds out about the illicit relationship. Jimmy escorts Pola home to celebrate and spends the night on her couch after he passes out. Sally is infuriated by what she considers to be yet another example of Jimmy's insensitivity, and the couple squabble when he reappears. He tells her to listen to the radio to hear his latest brainstorm, and when she does, Sally is aghast to learn that Jimmy is publicizing Pola by spreading the story that she is in love with an unnamed notorious gangster whom she has never met. That night, Pola's nightclub is packed with gangsters, all hoping to be the beloved of the pretty singer, and Pola becomes enamored of tough Slug Morgan. Slug's men throw Jimmy and Marlowe out of the club, and Marlowe fires Jimmy once again. The next morning, Jimmy announces to Sally, who was at the club with Ralph during the incident, that he is opening his own agency and therefore needs nothing from Marlowe or her. Sally is then hired by Marlowe to fill Jimmy's old job, and as her success grows, so do Jimmy's unpaid bills. Sally visits Jimmy in his office and, seeing that he is destitute, tries to give him an account, but the headstrong Jimmy refuses to accept. Sally reprimands Jimmy for being selfish and ungrateful, then says she is through with him. Jimmy moves to the West Coast, and, after weeks of looking for work, ends up as a meat packer at a company similar to Marlowe's. The weeks pass as he saves money and is humbled by his experiences. Meanwhile, Sally accepts Ralph's proposal of marriage, even though she admits she still loves Jimmy. One of Jimmy's co-workers tells him it is not too late to win Sally back, and Jimmy returns to the East Coast to start over. He first goes to Marlowe and asks for a job. Jimmy explains to Marlowe that he is not the smart aleck he once was, and Marlowe tells him to report to the head of the publicity department. Jimmy is surprised to find that Sally is the department head, but he assures her that he understands what he lost and that he will work hard to regain it. He is discouraged when he sees her engagement ring, but after Sally tells him not to give up so easily, he asks her to marry him and she accepts. The reunited couple kiss as Ralph walks into the office.

Four weeks later, Tony accepts a commission to fight in France, although he does not need to go, as an escape from his unhappy marriage. While Tony is at the front, Elinor works for the war effort at home and meets Brazilian Rene Alba during her work. After they spend a few nights together dancing, Rene tells Elinor that he has fallen in love with her. Although she confesses that that their evenings together have been the happiest she has spent, she refuses to see him the next day. In the trenches, Bill is injured while he helps Tony, who, greatly upset at the shelling, drinks. Before their bunker is blown to bits, though, Tony gallantly carries the unconscious Bill to safety. Elinor continues to see Rene casually, and although she does not let the romance develop, she is unsure what she will do when Tony returns. At the war's end, Tony is worried about coming home. When he returns and witnesses Elinor receive a box of flowers, he immediately suspects that she has been seeing Bill, who had been sent home for recovery earlier. Upset that Tony has not changed, Elinor confesses that someone other than Bill sent the flowers. Tony locks himself in his room and takes out a gun, but when Elinor screams at the door, he opens it and gives her the gun. Although she calls him a coward, he clings to her and pleads for her not to leave him. Elinor surreptitiously visits Tony's doctor, who advises her to take him away for a year or so and to get him interested in something other than himself. She agrees to go West with him and tells Rene goodbye. On their ranch, Tony becomes obsessed with proving himself physically and screams at the ranch hands. When he sees Elinor put some powder which the doctor has recommended to calm him in a glass of milk, he accuses her of trying to poison him. He then goes off on an unbroken horse from which he is thrown and knocked unconscious. Rene, who has come to convince Elinor to leave with him, finds Tony and helps him to the house. After Tony asks Rene to stay on, Rene and Elinor decide to wait to tell Tony the truth about their love until he has recovered. Tony enjoys Rene's company and tries to reconcile with Elinor, who implores Rene to stay when he says that he wants to leave the couple. After Tony offers to put up money so that Rene can become partners with him in a venture to buy an additional 2,000 acres, Rene tries to convince Elinor that they must now tell Tony of their love. Tony overhears them and sees them embrace. He acts as if he heard nothing, but that night he proposes that Elinor take a trip around the world with him. Rene and Elinor then admit that they are in love and have been for over a year. Surmising that Elinor would have gone with him on the trip if Rene had not come to the ranch, Tony asks that they give him and Elinor the chance to repair their marriage and offers not to stand in their way if, after six months, Elinor still wants Rene. Elinor refuses, whereupon Tony goes to his room and, after some pacing, gets a gun. He enters Elinor's bedroom and says that he loves her and would rather kill her and himself than to see her go with Rene. Elinor calls his action contemptible and says that she is not afraid of death. Tony then walks to the top of the stairs and points the gun to his head. Elinor struggles with him, and the gun goes off wounding her in the shoulder. Sometime later, as Elinor and Rene, now married, sail on their honeymoon, they receive a radiogram from Tony, who says that his one wish is happiness for them both and relates that he bought the 2,000 acres and won the state prize for his Texas longhorns.

Sykes, a snooping reporter, climbs onto their rumble seat as Betty heads upstate heedless of Maggie's warning that that part of the country is full of crazy people. As they near the Summit Lodge, Sykes is knocked into the bushes. Nearby, at the Melleh Bros. Wild Animal Circus, tiger trainer Lola rebukes her philandering husband Jose, who then opens the cage of Lola's tiger Mina so that Lola will be preoccupied while he pursues recreation. While searching for Mina, Lola comes across Giffen and Camebridge Nasher, two loony moonshiners, and promises to hire them as acrobats if they help find the tiger. Betty pays Matt, a partner of the Nashers in applejack production, ten dollars to stay in the lodge. When Jose serenades her under her window, Betty is excited to hear that he just wants to make love, rather than reason with her, like Caleb. After Maggie calls Caleb to tell him their location, Sykes arrives at the lodge. Betty denies her identity to him, but when Caleb arrives, Sykes takes notes as Betty explains that she is bored with him and cannot go through with the wedding. As Betty walks off arm in arm with Jose, Caleb, seeing Sykes about to phone in the story about their breakup, wraps the phone line around his neck. With Matt's help, Caleb drops Sykes into a cellar. When Lola arrives with her whip, Jose sneaks out. After Caleb receives advice from Matt that women prefer force to reason, he enters Betty's room, where Jose has returned. When Caleb asks if he intends to marry Betty, Jose leaves by the window, and after Betty closes the door on Caleb, she climbs out to Jose. To help Caleb, Matt kidnaps Maggie, thinking her to be Betty, and they drive off, but return when they discover that they really have Maggie. When Lola catches Jose embracing Betty, he tells Betty to wait in the loft of the barn and then runs from Lola. Caleb captures Jose for Lola, while Maggie falls into the cellar with Sykes. After Caleb ties up Jose, he instructs Caleb in courtship technique, explaining that he is in love with love, and tells him that Betty is waiting in the barn. As Caleb confronts Betty, the tiger comes into the barn. Although Caleb's first reaction is to run, he then grabs a whip and makes the tiger lie down and roll over. After the Nashers see this and tell Lola, she reclaims the tiger, whom she says she had tamed by never letting her forget that she is the master. With his whip, Caleb orders Betty down from the loft and kisses her passionately. Never having experienced such a kiss from him, Betty wants more. Lola returns to the circus with both the tiger and Jose encaged, as Caleb and Betty leave Maggie with Sykes.

Though only a "B" picture budget, King of Gamblers was given "A" treatment by director Robert Florey. The film was part of an unofficial Paramount series based on the FBIs J. Edgar Hoover book Persons in Hiding.
