He's also wearing a Bronze Star (first in 3rd row) and the higher award Defense Distinguished Service Medal (SECOND in 3rd row).
It's almost like they got a bunch of ribbons, taped a paper image of the ribbon bar over a dart board and they'd pick up a ribbon at random and throw a dart at the paper to see where they'd put it.
